Tıbbi cihazlar hastalıkların teşhis, tedavi ve rehabilitasyon işlemlerinde her geçen gün daha etkili hale gelmekte, tıbbi cihazların yönetimi ve finansal planlamalara temel olacak çalışmalar giderek daha da önem kazanmaktadır. Sağlık yöneticilerinin baş etmesi gereken önemli konular arasında yer alan tıbbi cihaz ihtiyaçlarının belirlenmesi ve satın alınması için ömür devrine dayalı planlama çalışmaları önemlidir. Bu çalışmada, tıbbi teknoloji yönetimine ilişkin yazın alanı incelenerek yazın alanından elde edilen bilgiler kapsamında bir kamu hastanesinde tıbbi cihazların ömür devrine dayalı olarak yenilenmesi ve hastanede stratejik hedefleri karşılayabilecek yeni teknoloji alımları için sürdürülebilir bir plan oluşturulması amaçlanmıştır. Çalışmada, tıbbi cihazların ömür devrinin belirlenmesi için, Flinders Üniversitesi ile Güney Avustralya Biyomedikal Mühendisliği Danışma Grubu (The South Australian Biomedical Engineering Advisory Group [BEAG]) tarafından evrensel tıbbi cihaz terminoloji sistemi (Universal Medical Device Nomenclature System [UMDNS]) kullanılarak geliştirilen tıbbi cihazların hizmet sürelerinin listelendiği tablolar kullanılmıştır. Çalışmada, bu tablolar kullanılarak Sağlık Bakanlığı’na bağlı bir kamu hastanesinin eskiyen ve hizmet süresini tamamladığı için değişmesi gereken bazı tıbbi cihazları belirlenmiş, bu tıbbi cihazlar için (uluslararası sınıflandırma kategorileri ve ömür devri tablolarında tavsiye edilen yaşam süreleri kullanılarak) yenileme tarihleri ortaya çıkarılmıştır. Daha sonra kurum için finansal planlamaya esas olacak biçimde ömür devrine dayalı beş yıllık bir stratejik plan hazırlanmıştır. Çalışmada ayrıca bu kurumun vizyonu içerisinde saptanmış olan yeni bir tıbbi teknolojiye yatırım yapılması durumu da hazırlanan stratejik plan içerisinde yer almış 2022 yılında jinekoloji, üroloji ve genel cerrahi uzmanlıkları için “Robotik Cerrahi Sistemi”ne yatırım yapılması planlandığından, bu cihaz da stratejik teknoloji planına dâhil edilmiştir.
Medical devices are becoming more effective in the diagnosis, treatment and rehabilitation processes of diseases every day, and studies based on the management of medical devices and financial planning are becoming more and more important. Life-based planning work is important to identify and purchase medical equipment needs, which is one of the important issues that health managers should deal with. In this study, the study of the summer area on medical technology management, in the framework of the information obtained from the summer area, aimed at renewing medical devices in a public hospital based on the lifetime and creating a sustainable plan for the acquisitions of new technologies that can meet the strategic goals in the hospital. In the study, to determine the life cycle of medical devices, the University of Flinders and the South Australian Biomedical Engineering Advisory Group (BEAG) used tables listing the durations of medical devices developed using the Universal Medical Device Nomenclature System (UMDNS). In the study, using these tables, a public hospital affiliated with the Ministry of Health identified some medical devices that must be changed because the service period has completed, and for these medical devices (using the international classification categories and the recommended lifetime in the lifetime tables) the renewal dates were revealed. Then a five-year strategic plan based on the lifetime was prepared to be based on financial planning for the institution. The study also included in the strategic plan prepared the situation of investing in a new medical technology, which was identified within the vision of this institution; in 2022 the "Robotic Surgery System" for the specialties in gynecology, urology and general surgery was planned to be invested, this device was also included in the strategic technology plan.
