FRANSA SOSYAL BİLGİLER DERSİ ÖĞRETİM PROGRAMININ LAİKLİK AÇISINDAN İNCELENMESİ

Abstract:

1789 Fransız İhtilali’nden sonra laiklik, eşitlik, özgürlük, cumhuriyet, demokrasi ve milliyetçilik gibi kavramların gelişmesine ve daha hızlı yayılmasına katkıda bulunan Fransa, kendini laik ve demokratik bir cumhuriyet olarak tanıtmaktadır. 1905 yılında din ve devlet birbirinden ayrılmış, din ferdi bir hak olarak görülmüştür. Ancak Fransız toplumun kozmopolit yapısı ve son zamanlarda meydana gelen olaylar nedeniyle laiklik daima Fransa’nın gündeminde kalmıştır. Özellikle “laik eğitim” 1789 Fransız İhtilali’nden bugüne kadar sürekli üzerinde önemle durulan bir konu olmuştur. Çünkü vatandaşlık ve vatandaşlık eğitimi konuları Fransız toplumunun en çok önemsediği konular arasında yer almaktadır. Şüphesiz disiplinlerarası bir ders olan Sosyal Bilgilerin iyi bireyler yetiştirilmesindeki payı büyüktür. Bu bağlamda Sosyal Bilgiler gibi vatandaşlık eğitiminde öncü olan derslerin öğretim programlarının eşitlikçi ve laik bir biçimde oluşturulması ülkelerin geleceği açısından hayati öneme sahiptir. Fransa’da Sosyal Bilgiler dersinin muadili Tarih-Coğrafya dersidir. Bu ders ortaokulun (collège) bütün sınıf seviyelerinde zorunlu olarak okutulmaktadır. Bu çalışmada nüfusunun yaklaşık %10’unu Müslümanların oluşturduğu Fransa’nın Tarih-Coğrafya Dersi Öğretim Programının laiklik açısından incelenmesi amaçlanmıştır. Nitel bir çalışma olan bu araştırmada doküman analizi yöntemi kullanılmıştır. Araştırmada; Tarih-Coğrafya Dersi Öğretim Programında bulunan dini öğelerin tarih eğitimi kapsamında ve bilimsellik ilkesi doğrultusunda yer aldığı, öğretim programında bütün dinlere eşit bir şekilde yaklaşıldığı ve bu konuda öğretim programının tarafsız olduğu, herhangi bir dine yönelik olarak olumsuz ifadelere yer verilmediği, öğretim programının laik bir doğrultuda oluşturulduğu gibi sonuçlara ulaşılmıştır. Ayrıca öğretim programında laikliği doğrudan konu alan herhangi bir temanın veya konunun olmadığı görülmüştür. Bu sonuçlar doğrultusunda öğretim programında likliği doğrudan konu alan temalara ve konulara yer verilmesi önerilmiştir.

After the 1789 French Conflict, France, which contributed to the development and faster spread of concepts such as secularity, equality, freedom, republic, democracy and nationalism, promotes itself as a secular and democratic republic. In 1905 religion and state were divided, and religion was considered a fair right. But because of the cosmopolitan structure of the French society and the recent events, secularity has always remained on the agenda of France. Specifically, "laic education" has been a subject of constant importance from the 1789 French Conflict to the present day. Citizenship and citizenship are among the topics of the French society. Without a doubt, the share of social knowledge, which is an interdisciplinary course, in the training of good individuals is great. In this context, the establishment of the curriculum of the courses that are the pioneer in citizenship education such as Social Information in a equal and secular way is vital for the future of the countries. In France, the Social Information Course is a History-Geography Course. This course is required to be taught at all levels of high school (collège). In this study, about 10% of the population is made up of Muslims, the French History-Geography Curriculum is aimed at studying from the point of view of secularity. In this study, the method of document analysis was used. The research has achieved the conclusions of the fact that the religious elements in the History-Geography Teaching Program are included in the history education framework and according to the principle of science, that the teaching program is equally approached to all religions and that the teaching program is neutral in this regard, that there are no negative expressions to any religion, that the teaching program is created in a secular direction. It has also been shown that there is no subject or subject directly concerned with the laicity in the curriculum. In accordance with these results, it is recommended that the curriculum includes themes and subjects directly concerned with the likelihood.

France that has contributed to the development and more rapid expansion of concepts such as secularity, equality, freedom, republic, democracy and nationalism after the 1789 French Revolution introduces themselves as a secular and democratic republic. In 1905, religion and state were separated and religion was considered an individual right. However, due to the cosmopolit structure of the French community and recent events, secularity has always remained on the agenda in France. “Secular education” in particular has continuously been overemphasized since the 1789 French Revolution until today. It is because citizenship and citizenship education are among the subjects that the French community attaches great importance to. In this context, creating the curricula of lessons like Social Studies that lead in citizenship education in an equalitarian and secular way is of vital importance for the future of countries. In France, the equivalent of Social Studies lesson is History-Geography lesson. This lesson is taught as a compulsory class in all college grades. This study aims to examine the History-Geography Curriculum in France, where nearly 10% of the population are Muslims, in terms of secularity. The qualitative study used the document analysis method. In the study, it was found that religious elements in the History-Geography Curriculum were included within the scope of history education and in line with the principle of scientificness, the curriculum approached all religions equally and objectively, there were no negative statements about religions and the curriculum was created in accordance with secularity.
