Bu araştırmanın amacı, ilkokul, ortaokul ve liselerde öğrenim gören yabancı uyruklu öğrencilerin eğitim sistemine uyumunda okul yöneticilerinin karşılaştığı sorunları belirlemektir. Araştırmanın diğer bir amacı da bu konuyla ilgili yapılacak çalışma ve planlamalara katkıda bulunmaktır. Araştırma, nitel araştırma yönetminin durum çalışması deseniyle yürütülmüştür. Araştırmanın verileri, yarı yapılandırılmış görüşme formu ile toplanmıştır. Veriler 2022 yılında Kızıltepe ilçesindeki ilkokul, ortaokul ve liseler görev yapan üçer okul müdürüyle yapılan görüşmelerden elde edilmiştir. Katılımcıların görüşme formu aracılığıyla belirttikleri görüşler içerik analizi tekniği kullanılarak analiz edilmiştir. Araştırmacı tarafından görüşme sırasında alınan ses kayıtları ve görüşme notları bilgisayar ortamına aktarılarak yazılı hâle getirilip kodlanmıştır. Araştırmada, yabancı uyruklu öğrencilerin Türkçe bilmemeleri ve okullarda zorunlu olarak Türkçe eğitim dili olması sebebiyle dil sorunun en önemli sorun olduğu okullarda yabancı uyruklu öğrenci sayısının artması sebebiyle kültürel çatışmaların ortaya çıktığı ve bu çatışmaların öğrenciler arasında şiddet ve çeteleşmeye sebep olduğu adrese dayalı kayıt sisteminin yabancı uyruklu öğrencilerin kayıt işlemleri için geçersiz sayılmasının yabancı uyruklu öğrencilerin belirli okullarda yığılmasına sebep olduğu özellikle ortaokul ve lisede öğrenim gören çocuklarda devam sorunun olduğu, bu çocukların aile bütçesine katkı sağlamak amacıyla çalıştıkları sonuçlarına ulaşılmıştır. Yabancı uyruklu öğrenciler okula başlamadan önce belli bir süre dil kursuna yönlendirilmesi yararlı olacaktır. Eğitim politikası hazırlanırken eğitim paydaşlarının görüş ve önerilerinin alınmasında yarar vardır.
The purpose of this research is to determine the problems faced by school administrators in the adaptation of foreign students studying in primary, secondary and high schools to the education system. Another aim of the research is to contribute to studies and plans on this subject. The research was conducted with the case study design of qualitative research management. The data of the research were collected with a semi-structured interview form. The data was obtained from interviews with three school principals working in primary, secondary and high schools in Kızıltepe district in 2022. The opinions expressed by the participants through the interview form were analyzed using the content analysis technique. The voice recordings and interview notes taken by the researcher during the interview were transferred to the computer, transcribed and coded. In the research, the language problem is the most important problem because foreign students do not know Turkish and Turkish is the compulsory language of instruction in schools; Cultural conflicts arise due to the increase in the number of foreign students in schools and these conflicts cause violence and gang formation among students; The fact that the address-based registration system is deemed invalid for the registration process of foreign students has caused foreign students to accumulate in certain schools; It has been concluded that especially children studying in secondary and high school have attendance problems and that these children work to contribute to the family budget. It would be beneficial for foreign students to be directed to a language course for a certain period of time before they start school. While preparing education policy, it is useful to obtain the opinions and suggestions of education stakeholders.
