Türk Silahlı Kuvvetleri 12 Mart 1971 tarihinde siyasal hayatı şekillendirmek üzere bir defa daha kontrolü ele almıştır. Demirel hükümetini istifaya zorlamıştır. Anayasa’nın öngördüğü reformları gerçekleştirecek partiler üstü bir hükümetin kurulmasını talep etmiştir. Yeni hükümeti kurma görevi CHP Kocaeli Milletvekili Nihat Erim’e verilmiştir. Bu gelişme CHP içinde lider değişimiyle sonuçlanacak büyük bir tartışmayı başlatmıştır. CHP Genel Başkanı İsmet İnönü, Erim tarafından kurulacak hükümeti desteklemeye karar vermiştir. Muhtıranın Demirel hükümetinden daha çok CHP’nin ortanın solu olarak tanımlanan siyasal çizgisini hedef aldığını düşünen CHP Genel Sekreteri Bülent Ecevit, İnönü’nün bu kararını eleştirerek görevinden istifa etmiştir. İsmet İnönü ve ekibi parlamento grupları üzerinde hâkimiyet sağlarken Bülent Ecevit ve arkadaşları ise CHP parti meclisi ile Merkez Yönetim Kurulunun desteğini kazanmışlardır. Tarafların birbirlerine yönelik ağır suçlamaları altında toplanan CHP Beşinci Olağanüstü Kurultayı’nda İnönü, beklentisinin aksine bir neticeyle karşılaşması üzerine CHP Genel Başkanlığı görevinden istifa etmiştir. Bu durum karşısında 14 Mayıs 1972 tarihinde CHP Genel Başkanı’nı seçmek üzere toplanan özel Kurultay’ın sonunda Bülent Ecevit, partinin Atatürk ve İnönü’den sonraki genel başkanı olmuştur.
On March 12, 1971, the Turkish Armed Forces took control again to shape their political life. Demirel forced the government to resign. The parties to carry out the reforms that the Constitution pledged demanded the establishment of a superior government. The task of forming the new government was given to CHP Kocaeli Parliamentary Deputy Nihat Erim. This development has begun a big debate that will result in a leadership change within the CHP. CHP President Ismet Inönü has decided to support the government that will be formed by Erim. Bülent Ecevit, CHP Secretary-General, who believes that more than the Demirel government is targeting the political line defined as the center of the CHP, has resigned from office by criticizing the decision of Inönü. Nammet Inönü and his team have dominated the parliamentary groups while Bülent Ecevit and his friends have won the support of the CHP parliament and the Central Board of Directors. In the 5th Extraordinary Assembly of the CHP, which was gathered under severe accusations against each other by the parties, Inönü resigned from the office of the CHP General Presidency after he met with a result opposed to his expectation. In this situation, at the end of the private Kurultay, which was gathered to elect the President of the CHP on May 14, 1972, Bülent Ecevit was the next president of the party after Atatürk and Inönü.
