II. Dünya Savaşı’nın ardından Türkiye ekonomik, sosyal ve siyasal açıdan köklü bir değişim yaşamıştır. Bu süreçte Türkiye, Batılı ülkeler ile yakınlaşırken siyasal ve ekonomik sitemini onlara göre yeniden düzenleme çabası içine girmiştir. Dönemin en önemli tartışma konusu ekonomidir. Savaş esnasında ortaya çıkan ekonomik sorunlar üzerine başlayan tartışmalar hızla genişlemiş ve cumhuriyetin ilanının ardından uygulanan ekonomik politikaların topyekun tartışılmasına neden olmuştur. Türk ekonomisine yeniden yön verilmeye çalışıldığı bu dönemde Türkiye’deki sermaye çevreleri ve akademisyenler bu tartışmaların dışında kalmamıştır. Türk sermayedarların öncülüğünde toplanan Türkiye İktisat Kongresi’nde ekonomide başlıca tartışma konusu olan devletçilik ve liberalizm de konuşulmuştur. İstanbul Tüccar Derneği’nin gerçekleştirdiği organizasyonla 22–27 Kasım 1948 tarihleri arasında toplanan Türkiye İktisat Kongresi’nin en önemli gündem maddelerinden biri devletçilik ve devlet müdahalesi olmuştur. Kongrede devletçilik ile ilgili tartışmalarda liberalizm sık sık gündeme gelmiştir. Bu çalışmada Türkiye İktisat Kongresi’nde devletçilik ve devlet müdahalesi tartışmaları ile birlikte yürüyen liberalizm tartışmaları ele alınmış, sermaye ve akademik çevrelerin liberalizmde nasıl algılandığı kongrede yapılan sunumlar ışığında tartışılmıştır.
and II. After the World War, Turkey has experienced a radical economic, social and political change. In this process, Turkey has entered into an effort to reorganize its political and economic situation according to them while closer to the Western countries. The most important topic of the time is the economy. The discussions on the economic problems arising during the war rapidly expanded and the economic policies implemented after the proclamation of the republic led to the debate of the topic. During this period of attempts to redirect the Turkish economy, the capital environments and academics in Turkey were not out of these discussions. In the Turkish Economic Congress, which was held under the leadership of Turkish capitalists, the main topic of economic discussion was stateism and liberalism. One of the most important agenda items of the Turkish Economic Congress, which was held between 22 and 27 November 1948 with the organization of the Istanbul Trade Association, was state and state intervention. In Congress, liberalism has often appeared in discussions about governmentalism. This study discussed the liberalism discussions that are ongoing along with the debates on state and state intervention at the Turkish Economic Congress, and discussed in the light of the presentations made at the congress on how capital and academic environments are perceived in liberalism.
