Yapı ihtiyacının ortaya çıkması ile başlayan yapım faaliyetleri, disiplinli ve düzenli süreçler halinde yürütülen inşaat organizasyonlarını gerektirmektedir. Yapım yönetimi ve organizasyonu; yapı üretiminde izlenen süreçleri, yönetim mekanizmalarını, süreçlerde yürütülen işlemler ile işlemlerde rol alan kurum ve kişilerin nitelikleriyle aralarındaki ilişkileri tanımlamaktadır. Bu çalışmada, araştırma konusu dönemlerin yapı üretim süreçlerinde, yapım yönetimi konusunda yönetsel teknikler ve stratejiler geliştirilmiş mi sorusuna cevap arama çabası ortaya konulacaktır. Bu çabaya dair kurgulanan araştırmada, Avrupa ana karası ile Anadolu’da uygarlık kurmuş ve yapı sanatının gelişiminde önemli rol oynamış; Klasik Yunan dönemi (MÖ. VI.-IV. yy) ile Roma Cumhuriyet (MÖ. 509-27) ve İmparatorluk (MÖ. 27 - MS. 395) dönemlerinde yapı üretim süreçlerinde yürütülen yapım, yönetim ve organizasyon teknikleri incelenmiştir. Çalışmanın amacı, birbirleriyle çağdaş olmayan bu uygarlık dönemlerinde geçerli olan yapım süreçleri ile yönetim mekanizmalarını ortaya çıkarmak, aralarındaki benzerlikleri ve farklılıkları belirginleştirerek söz konusu dönemlerde işletilen yapım ve yönetim sistemlerini karşılaştırarak değerlendirmektir. Çalışmada yöntem olarak; gerek taş yazılı yapım metinlerinin epigrafik çözümlenmiş açıklamalarını içeren belgelerden, gerekse detaylı literatür araştırması sonucu elde edilen bilgiler bütünsel bir değerlendirmeyle ele alınmıştır. Araştırmada, günümüzde olduğu gibi incelenen dönemlerin yapım süreçlerinde de, yapım sonrası hesap verilebilirliğin temel alındığı etkin denetime dayalı yapım yönetimi ve organizasyon tekniklerinin kullanıldığı tespit edilmiştir. İncelenen dönemlerde uygarlıkların yapı ya da yapı gruplarına karşı takındıkları tavır ile yapı üretim süreçlerinde geliştirdikleri örgütsel, parasal ve yasal sistemler, dönemlerinin yapım yönetimi şemasını ortaya koymaktadır. Bu bağlamda, çağlar boyunca nitelikli yapı üretiminin temelini, planlı yürütülen yapım süreçleri ile doğru kurgulanmış yapım yönetimi stratejisi ve denetleme sistemlerindeki etkin uygulamaların oluşturduğu anlaşılmaktadır.
Construction activities that begin with the emergence of construction needs require construction organizations conducted in disciplinary and regular processes. Construction management and organization defines the processes monitored in construction production, the management mechanisms, the processes carried out in processes and the relationships between the institutions and persons involved in the processes. In this study, the research subjects will find an effort to find answers to the question whether the management techniques and strategies in the construction management are developed in the construction production processes. In the research on this effort, it established civilization in Anatolia with the main European land and played an important role in the development of the architecture; the Classical Greek era (Mr. and IV. The Republic of Rome (Mr. 509-27) and the Empire (Mr. 27 - MS. 395) the construction, management and organization techniques conducted in the construction processes were studied. The objective of the study is to identify the construction processes and management mechanisms that are in force in these non-modern civilization periods, to identify the similarities and differences between them by comparing the construction and management systems operated in those periods. As a method in the study, the information obtained from the documents containing epigraphic interpretations of the stone-written texts, if necessary, the detailed literary research resulted from a comprehensive evaluation. The research has found that in the construction processes of the periods studied as today, construction management and organizational techniques based on effective control are used on the basis of post-construction accountability. The attitude of civilizations against the structures or structural groups in the examined periods and the organizational, financial and legal systems they develop in the structural production processes reveal the construction management scheme of their periods. In this context, it is understood that the foundation of qualified construction production over the ages is formed by planned construction processes and properly established construction management strategies and effective applications in the control systems.
The construction activities that start with the emergence of the building requirements require the construction organizations carried out in disciplined and regular processes. Construction management and organization defines the processes followed in building production, the management mechanisms, the processes carried out in the processes, the relations between the qualifications of the institutions and individuals involved in the processes. This study aims to seek answers to the basic question of whether the techniques and managerial strategies on construction management and organization have been developed for the construction processes in the research subject periods. In line with this purpose of the research; the construction, management, and organization techniques applied in the construction processes in the Classical Greek period (BC. 6th and 4th centuries) and the Roman Republic (BC. 509-27) and the Empire (BC. 27 - AD 395), which established civilizations in Anatolia with the mainland of Europe and played an important role in the development of building art, were examined. The aim of the study is to reveal the construction processes and management mechanisms that were applied in these periods of non-contemporary civilization and to compare the construction and management systems applied in those periods by clarifying the similarities and differences between them. In the study, the information obtained from the documents containing epigraphically analyzed explanations of the construction texts written on the stone and as a result of the detailed literature research was handled with a holistic evaluation as a method. In the study, it was determined that construction management and organizational techniques based on effective control were used in the construction processes in the past, as in the present, based on post-construction accountability. In the periods examined, the organizational, monetary, and legal systems developed for the construction processes with the attitude of civilizations towards a building or a building group reveal the construction management scheme of their periods. In this context, it is understood that planned construction processes, and the correctly implemented construction management strategy and effective applications in the inspection systems form the basis of the construction of qualified buildings throughout the ages based.
