Uluslarararsı Hukuk’un en somut çıktılarından biri olan Küresel Uyuşturucu Kontrol Sistemi’nin gelişim sürecinde Türkiye; Anadolu’nun bir yandan haşhaş üretimindeki verimliliği diğer yandan uyuşturucu kaçakçılığı rotalarındaki stratejik önemi nedeniyle Osmanlı İmparatorluğu’nun son dönemlerinden itibaren önemli bir süje olarak yer almıştır. 1990’lı yılların sonuna kadar uluslararası tartışmalarda adından sıkça bahsedilen ülke, özellikle 2000’li yılların başından itibaren hayata geçirdiği yapısal reformlarla önemli adımlar atmıştır. “Tüm dünya çocuklarını kendi çocukları olarak gören” bir anlayış çerçevesinde uyuşturucu kaçakçılığı bir “insanlık suçu” olarak görülerek sadece ulusal sınırlar içerisindeki çabalarla yetinilmemiştir. Bugün Türkiye; Küresel Uyuşturucu Kontrol Sistemi’nin sütunları olarak görülen Birleşmiş Milletler Uyuşturucu Kontrol Sözleşmeleri’nin uygulanmasında gösterdiği titizliği ve uyuşturucu ile mücadelenin tüm boyutlarındaki örnek uygulamaları ile sistemin işleyiş ve gelişimine önemli katkılar yapan bir noktadır.
In the process of the development of the Global Drug Control System, one of the most concrete outcomes of international law, Turkey has been a major role since the last periods of the Ottoman Empire due to its strategic importance in the routes of drug trafficking, on the one hand, the efficiency in the production of narcotic drugs in Anadolu. The country, which has been frequently mentioned in international discussions until the late 1990s, has taken significant steps, especially with its structural reforms since the beginning of the 2000s. In the framework of the concept that "the whole world sees children as their own children" the drug trafficking is seen as a "human crime" and is not satisfied only by efforts within national borders. Today, Turkey is a point where the rigidity shown in the implementation of the United Nations Drug Control Agreements, which is considered as the columns of the Global Drug Control System, and the examples of all dimensions of the drug and drug fighting and a significant contribution to the functioning and development of the system.
Turkey has been an important subject beginning from last periods of Ottoman Empire for the development process of Global Drug Control System which is one of the most tangible outputs of the International Law as both Anatolia being productive in poppy cultivation and having a strategic significance in the drug smuggling routes. The country, which was the subject of international discussions until the end of the 1990s, has taken crucial steps, especially with the structural reforms it has implemented since the early 2000s. Within the framework of “Taking all world’s children as their own” approach, drug smuggling is observed as crime against humanity and it is not limited by only the efforts within the national border. And today Turkey provides significant contributions to the system functioning and its development through the attention paid for the implementation of the United Nations Drug Control Conventions which are considered to be the pillars of the Global Drug Control System and by its best practices in every aspect of the fight against drugs.
