Sivil Cumhuriyet düşüncesinin felsefi temelleri Aristoteles’in Politika adlı eserinde tartıştığı ideal yönetim biçimi hangisidir sorusuna kadar götürülebilir. Aristoteles’e göre monarşi, aristokrasi veya siyasal yönetim olarak adlandırılan politeia ideal rejimlerden birisi olarak işaret edilir. Politeia; anayasa, yasa ya da siyasi yönetim olarak tanımlanan, temelinde halk, yurttaş ve devlet bütünlüğü gibi ilkeleri barındıran kavramdır. Bu sebeple hem Roma siyaset felsefesi hem de modern siyaset öğretisinde önemli bir yeri olan cumhuriyet düşüncesinin temelleri Aristoteles’e kadar gitmektedir. Özellikle Aristoteles tarafından ortaya atılmış olan insanın sosyal bir varlık olduğuna dair iddia, cumhuriyet düşüncesinin doğmasına sebep olmuştur. Halkın kendi koyduğu yasalara tabi olarak yurttaşlık sıfatına ulaşmasını öngören cumhuriyetçi düşünce, kişisel çıkar ve arzuların bir kenara bırakılmasını ve bütün halkın refahını sağlayacak reformu tesis etmeyi gerektirmektedir. Aristoteles, Politika adlı yapıtında ideal yönetimin vazifesi olarak eşitlikçi bir ekonominin ve tüm halkın yurttaş vasfında eğitim sisteminden eşit şekilde yararlanmasının gerekliliği üzerinde durur. Bu vurgu hem modern hem de tarihsel anlamda cumhuriyet düşüncesinin felsefi temelleri olarak kabul edilir. Bu çalışma, cumhuriyet düşüncesinin felsefi bir temeli olarak ifade edilen politeia kavramını Aristotelesçi siyaset felsefesi doğrultusunda ele almayı amaçlamaktadır. Bu sistematik meseleyi değerlendirmek amacıyla ilk olarak siyaset felsefesinin en önemli problemlerinden birisi olan ideal yönetim biçiminin, ideal rejimin hangisi olması gerektiği sorusu, Aristoteles’in politika öğretisi ile analiz edilecektir. İkinci olarak Aristoteles öğretisinde şehir devleti, yurttaş ve anayasal hak kavramları ekseninde ideal bir yönetim biçimi olarak işaret edilen politeia ya da siyasal yönetim, cumhuriyet düşüncesinin felsefi temeli olması bakımından irdelenecektir.
The philosophical foundations of the idea of the republic can be taken as far as the discussion of the ideal form of government that Aristotle discussed in his work, Politics. According to Aristotle: monarchy, aristocracy or politeia, can be pointed out as one of the ideal regimes. Politeia is a concept that is defined as the constitution, law or political administration, which includes principles such as the integrity of the people, citizens and the state. For this reason, the foundations of republican thought, which has an important place in both Roman political philosophy and modern political doctrine, go back to Aristotle. Especially the claim that human being is a social being, which was put forward by Aristotle, led to the emergence of the idea of a republic. The republican idea, which envisages that the people attain the title of citizenship subject to the laws they have set, requires putting aside personal interests and desires and providing the reform that will ensure the welfare of the whole people. In his work titled Politics in Aristotle, he emphasizes an egalitarian economy as the duty of ideal government and the necessity of all people to benefit from the education system as citizens equally. This emphasis is accepted as the philosophical foundations of republican thought in both modern and historical sense. This study aims to deal with the concept of politeia, which is expressed as a philosophical basis of republican thought, in line with Aristotelian political philosophy. In order to evaluate this systematic issue, first of all, the question of which ideal regime, which is considered as one of the most important problems of political philosophy, should be, will be evaluated through Aristotle's political doctrine. Secondly, politeia or political administration, which is pointed out as an ideal form of government in the axis of the concepts of city-state, citizen and constitutional rights in Aristotle's teaching, will be examined in terms of being the philosophical basis of the idea of the republic.
