Abstract:

With the deepening of the crisis in Syria and the people who took refuge in Turkey becoming permanent, Turkey started "cohesion" studies regarding Syrians under temporary protection and made the necessary arrangements to put this on a legal basis. Syrians have obtained many vital rights with a temporary status granted to them by the Turkish state. However, it is seen that more permanent arrangements are now needed. This study seeks to answer the question of whether it is possible to ensure social cohesion through the temporary protection regulation. Undoubtedly, many actors have an impact here, from decision-makers to all segments of the society. However, the most important issue is the discourses of policy makers and their political approaches to this issue, because it is the leader's rhetoric that most affects the acceptance rate of the society. Unfortunately, in the recent period, a change in discourse and policy towards Syrians is observed in almost every segment of society. As a result of these changes, in this study, it has been determined that it is relatively difficult to ensure the social cohesion of such a large group in the short term.
