Abstract:

Begging, in short, is the act of asking someone else for money or a valuable item due to poverty. Action can also be considered as a profession, and this profession has existed in different ways and with different motivations as long as there has been inequality in human history. The acknowledgement of begging as an out-of-the-norm and criminal act varies based on time, geography and culture. The view about the act of begging cannot be considered apart from the public perception of beggar. This perception has brought about consequences such as the legality of the action, the imposition of legal sanctions, the exclusion of those who act, and the formation of a beggar subculture. Regarding begging, what hurts the social conscience the most is undoubtedly the crime of forced begging. Children are among the most vulnerable targets of this crime. People try to help those children begging more to eliminate the discomfort; however, it makes the solution of the problem even more difficult. In this study, social reaction against those children who beg and are to beg is discussed within the context of the just world theory. By combining the knowledge obtained with the existing literature, suggestions were made to prevent begging and especially begging of children
