Abstract:

Among all regimes, democracy is the mostly preferred one and is commonly used within this area. One indispensable side of democracy is that public (the ruled) has the right to say over government. This is done via ballot. However, ballot done in association with democracy has to be democratic, but it has been witnessed that ballot to be democratic has not been always within this frame. Nurettin Pasha was a candidate for Bursa deputy during the Turkish National As-sembly (TNA) second period ballot. The duration between his candidacy for deputy and his deputy serves an example for the aforementioned matter. While all experiences of Nurettin Pasha at that time were about vitalizing regula-tions both to place democracy and to improve it, some antidemocratic ways were carried out during this period.
