Coğrafi konumu itibariyle hem ekonomik hem de askeri açıdan büyük bir öneme sahip olması nedeniyle sık sık el değiştiren Erzurum, Yavuz Sultan Selim zamanında Osmanlı hakimiyetine girmiştir. Erzurum Vilayeti’nin tarihinde 1877/78 Osmanlı – Rus Savaşı derin etkileri ile birlikte belirleyici bir aşamayı teşkil etmiştir. Doğrudan cephe ve ikmal bölgesi içerisinde yer alması Erzurum’u idari, toplumsal ve iktisadi olarak etkilemiştir. Bu çalışmada Erzurum Vilayeti’nin idari ve sosyo-ekonomik yapısı 93 Harbi öncesi ve sonrası olmak üzere karşılaştırmalı bir biçimde ele alınmaktadır. Bunun için sayısal göstergelerden mümkün olduğu ölçüde istifade edilmiştir. Böyle bir karşılaştırma şüphesiz Vilayet genelindeki idari, iktisadi ve toplumsal değişiklikleri daha iyi yansıtacaktır. Bunun için arşiv kaynakları ile birlikte Vilayet Salnamelerinden ve İngiliz konsül raporlarından geniş bir ölçüde istifade edilmiştir. Çalışmanın bulguları savaşın idari ve toplumsal anlamda dönem içerisinde süregelen dönüşümleri hızlandırdığı ve iktisadi anlamda ticari faaliyetlerdeki ve zirai ve sınai üretimdeki durgunluğu derinleştirdiği yönündedir.
From its geographical position to its economic and military importance, Erzurum, who often changed his hands, entered the Ottoman domination at Yavuz Sultan Selim time. In the history of the Erzurum province, the 1877/78 Ottoman-Russian War formed a decisive phase along with the profound effects. Its direct position within the front and supply area has influenced Erzurum as administrative, social and economic. In this study, the administrative and socio-economic structure of the Erzurum province is discussed in a comparative manner, including before and after the Battle of 93. It has been used as many indicators as possible for this. Such a comparison will undoubtedly better reflect administrative, economic and social changes throughout the province. For this, the archive sources, along with the province lists and the British consulate reports, have been widely collected. The findings of the study are that war has accelerated the continued transformations in the period in an administrative and social sense and deepens the stagnation in commercial activities in an economic sense and in the industrial and industrial production.
