Gelişen yeni iletişim teknolojileri, alternatif iletişim mecraları oluşturarak, sosyal yaşamı etkilediği gibi siyasal yaşamı da etkilemektedir. Sosyal paylaşım ağları siyasal iletişim sürecinde önemli bir araç haline gelirken, siyasal aktörler de hedef kitleye ulaşmak için bu platformları daha etkin bir biçimde kullanmaya başlamıştır. Siyasal aktörler kendilerini ifade ettikleri bu mecralarda kamuoyu oluşturmak, gündemi belirlemek, mesajlarını daha fazla kitleye ulaştırmak ve hedef kitlesini genişletmek amacıyla sosyal paylaşım ağlarından biri olan Twitter’ı yoğun olarak tercih etmektedirler. Bu tercihte Twitter’ın hızlı, kullanımı kolay ve etkileşime izin veren yapısı ile sunduğu karmaşık olmayan kullanıcı arayüzü etkili olmaktadır. Çalışmada Türkiye Cumhuriyeti Cumhurbaşkanı Recep Tayyip Erdoğan’ın, 9-16 Ekim 2019 Barış Pınarı Harekâtı sürecinde resmi Twitter hesabından paylaşılan tweetler, içerik analizi yöntemi ile incelenmiştir. Barış Pınarı Harekâtı sürecinde Cumhurbaşkanı Recep Tayyip Erdoğan’ın Twitter’ı bilgilendirme ve kamuoyu oluşturma amaçlı, aktif bir şekilde kullandığı sonucuna varılmıştır.
Developing new communication technologies, creating alternative communication mechanisms, affect social life as well as political life. While social sharing networks have become an important tool in the political communication process, political actors have also begun to use these platforms more effectively to reach the target audience. Political actors strongly prefer Twitter, which is one of the social media networks for the purpose of creating a public, setting the agenda, communicating their messages to more audience and expanding their target audience. In this preference, the non-complex user interface that Twitter offers is effective with its fast, easy to use and interactive structure. In the study, Turkish Republic President Recep Tayyip Erdoğan's tweet shared from the official Twitter account during the 9-16 October 2019 Peace Pinear Movement, was studied by content analysis method. During the Peace Pine Movement, the conclusion was that President Recep Tayyip Erdoğan used Twitter actively for the purpose of informing and creating the public.
