According to Article 28 of the Turkish Citizenship Law, persons who had been Turkish citizens by birth but lost their citizenship by obtaining renunciation permit (Blue Card holders) and their descendants to third degree shall continue to benefit from the same rights granted to Turkish citizens, other than those, the obligation to military service, the right to import exempted vehicles and household goods, the right to vote and to be elected and the right to be employed in public office. In addition, the Article provides that their acquired rights to social security are reserved and shall be subject to the provisions of the relevant laws applicable.In this regard, Blue Card holders will continue to benefit from social security rights in the same way as Turkish citizens, since social security rights are not enumerated in the Article among the exceptional rights which Blue Card holders cannot benefit, Under Article 28 of the Turkish Citizenship Law, two aspects regarding the use of social security rights are emphasized, and hence, the right to benefit from social security is guaranteed. In the first place, it is ensured that Blue Card holders shall continue to benefit from their acquired rights related to social security, even though they lost their Turkish citizenship by renunciation. Another point emphasized in the provision is that the use of social security rights is subject to the provisions of the relevant laws applicable under Turkish law. In this regard, Blue Card holders are able to benefit from social security rights in the same way as Turkish citizens depending on the provisions of the relevant laws respecting the use of those rights under Turkish law.
