Özet:

While health expenditures are increasing globally, countries look for new models to make health systems sustainable. As there are similar examples all over the world, in Turkey in addition to public and private hospitals, University Hospitals should work with regard to the separation of powers principle as an important shareholder. The legal basis, which defines the objective, duty, authority and responsibility of University Hospitals, also states the difference of University Hospitals from others. In combination with the public perception, practices show that on one hand University Hospitals are health institutions of which the main objective is to educate and research; on the other hand they are the last stop of diagnosis, therapy and rehabilitation. Starting from the second half of the 2000s, University Hospitals have had serious problems that are presented to politic and bureaucratic authorities. Predictions claim that if precautions are not taken, the debt-to-income ratio of University Hospitals can increase up to 192.9 percent in only 4 years, between 2009-2013. Improving University Hospitals financially will transform the potential, which arises from increasing demand of healthcare services locally, regionally and even globally, to value rapidly. This transformation will make the education of especially the healthcare providing personnel more qualitative and effective. A complementary understanding should be placed in terms of providing and financing healthcare services instead of an insistent one to pave the way for University Hospitals to contribute to the health system with regard to sustainability and separation of powers principles. In academic field and health sector, which are actually public services, public interest should be provided without dividing the services into public, private sector and university. University Hospitals should be regarded as the common sense and the essential value of this country in terms of science, education and research. The fact that thinking differently is the basis for generating science in Universities and University Hospitals should not be disregarded, Universities and University Hospitals should not be considered as only healthcare providers and University Hospitals should provide services by strengthening its place.
