Bu çalışmada bir hastanenin satınalma biriminde kıyaslama tekniği kullanılarak yapılan alımların maliyet etkinlik düzeyinin analiz edilmesi ve elde edilen sonucun net işletme sermayesi üzerindeki etkisinin belirlenmesi amaçlanmıştır. Yöntem olarak çalışma planlama aşaması, veri toplama aşaması, verilerin analizi aşaması, uygulama aşaması, performans ve etkinlik değerlendirme aşaması olarak beş aşamada ele alınmıştır. Çalışmada bir yıllık satınalma sürecinde kıyaslama tekniği ile yapılan alımın maliyet etkinliği sonucu elde edilen kazanımın hastanenin Net İşletme Sermayesi üzerindeki etkisi %35 olarak hesaplanmıştır. Bu sonuç aynı zamanda hastanenin sağlık ilişkili malzeme alım giderlerinde %20’lik düşmenin Net İşletme Sermayesi üzerinde %35 oranında artış sağladığı şeklinde de yorumlanmıştır. Bu sonuç hastanenin içyapısı açısından kaynakların tedariki konusunda yüksek maliyetli girdilerin daha düşük fiyata alınması sonucu maliyet etkin bir yol izlediğini göstermektedir.
This study aims to analyze the cost-efficiency level of purchases made using the comparison technique in a hospital’s purchasing unit and determine the impact of the result on the net enterprise capital. The method is dealt with in five stages: the work planning phase, the data collection phase, the data analysis phase, the application phase, the performance and the performance assessment phase. In the study, the cost effectiveness of the purchase in the one-year purchase process with the comparative technique calculated the impact of the earnings obtained on the hospital's net business capital as 35%. This result was also interpreted as the fall of 20% in the hospital’s health-related materials purchase costs resulted in a 35% increase over net business capital. This result shows that high-cost revenues in the supply of resources in the hospital's interior design are a cost-effective way as a result of the lower price.
In this study, it is aimed to analyze the cost-effectiveness level of the purchases made in a training and research hospital by using comparison technique and to determine the effect of the result on net working capital. As a method, in this study is discussed in five stages; planning, data collection, data analysis, implementation and performance- efficiency evaluation. In the study, the effect of the gain obtained as a result of the cost effectiveness of the purchase made with the comparison technique during the one-year purchasing process on the Net Working Capital of the hospital was calculated as 35%. This result has also been interpreted as a 20% decrease in purchasing in health related materials expenses provides a 35% increase on the Net Working Capital too in hospital. In terms of the internal structure of hospital, it shows that it takes a cost-effective way as a result of purchasing high-cost inputs at a lower price.
