Abstract:

One of the tools used in the implementation of policies developed to increase exports is the Dâhilde Processing System (DIR) incentive system. The DIR system is a system aimed at increasing the export of processed products used on the basis of import input. The obligation of Turkey to be a member of the World Trade Organization and to conclude an agreement with the European Union (EU) and the Customs Union has revealed that the export encouragement legislation must be in accordance with the EU legislation. In this context, the previously applied cash incentives have been removed and the implementation of the DIR system that supports activities has begun and has been the most important incentives system applied to increase exports in Turkey. With this study, since the implementation of the DIR incentive system began in 1996, the development of foreign trade of processed agricultural products in Turkey has been studied by Trend Analysis method, and the near future course has been predicted. The main material of the study is the data received from the Ministry of Economy, the Turkish Statistical Bureau (TÜIK) and the World Food and Agriculture Organization (FAO). However, it has been taken advantage of the work on the subject. The method is used for the analysis of time series from the methods of Trend analysis. The study is important in terms of the implementation of the DIR incentive system in processed agricultural products as a result of the country’s exports to show their contribution to national income. The continuation of the DIR system will provide the opportunity for to evaluate the drop capacity and provide with more profits.
