Abstract:

Although literature on infectious diseases at first glance is more related to the field of health and medicine, the difficulties faced in particular in the COVID-19 process and the methods of overcoming these difficulties have indicated the need for a multi-disciplinary approach. The cultures, political approaches, forms of urbanization and social interactions of societies contribute to the identification and success of pathways to fight pandemic. Historical data and experience on infectious diseases show that pre-planned diseases and diversified preparation make it easier for communities, with all the actors, to deal with both the challenges they are in, and are effective in preparing them for future potential crises. In this context, the article in your hands, by moving from the COVID-19 process, a more theoretical framework, aims to present a social, political, cultural and digital perspective on the present and the future. This perspective is presented by the necessity of the methods of fighting pandemic to be diversified, aiming to make a theoretical assessment of the crisis management, cultural interactions, and the decisions of policy makers in this process. This article, which can also be referred to as a type of "pre-literature" study; (a) focuses on the experience of the authorities in the field of crisis management in Turkey, (b) on the socio-political and cultural experience formed by the epidemic as a learning curve and (c) on the topics of "surveillance" society and digital culture discussed more around social media and online (intelligent) corona-virus applications.
