Abstract:

With the emergence of the modern state, the perception of security rising from the individual to the state level has been brought the state to the fore. This situation highlighted the interests of the state and caused the negligence of the sub-state elements. States have been accepted as primary actors and security policies have been developed which take the state to the center. In this context, the concept of security has been dealt with in the context of state threat, military capacity, power and state interests for many years. The main starting point for the redefinition of the concept of security has been the process of globalization. The threats has been exit from the one-dimensional classical view from source of states and they have been become asymmetrical. The approaches that attempt to explain this process have focused on changes in the actor level. The separation of inside / outside of security, which is the product of the Cold War period, has been disappeared and holistic approaches have been developed by incorporating sub-state elements into the security culture. In this process, ideologies and identities together with states have become sub-components of national security definition. In this study, changes of Turkey's internal security perceptions and internal security policies implemented within the framework of this change have been analyzed in the 1980-1990 period. Within the framework of internal security policies analysis which is developed for the internal threat perception of Turkey; NSC press reports, government programs, reports prepared by the TGNA research and review commissions have been examined. This study is expected to contribute to an understanding of the factors affecting changes in Turkey's traditional security policy.
