Teknoloji Yönetiminde MOORA ve ARAS Çok Ölçütlü Karar Verme Teknikleri ile Patent Değerleme

Stratejik öneme sahip patent değerleme, bir firmanın portföyündeki patentlerin değerlerine göre sıralanması olarak özetlenebilir. Ancak patent değerleme konusunda genel kabul görmüş bir yöntem mevcut değildir. Söz konusu yöntemler maliyet temelli yaklaşım, pazar temelli yaklaşım ve gelir temelli yaklaşım olmak üzere üç ana başlık altında toplanmaktadır. Bu çalışma kapsamında Türkiye’de otomotiv sektöründe faaliyet gösteren bir firmanın sahip olduğu on adet patentin on iki ölçüt ile TOPSIS ve VIKOR adlı çok ölçütlü karar verme teknikleri ile değerlendirildiği Yavuz ve Baki (2019)’nin çalışmasındaki veriler dikkate alınarak, farklı çok ölçütlü karar verme tekniklerinden MOORA ve ARAS ile patent sıralaması gerçekleştirilmiştir. Ölçüt ağırlıkları olarak da Yavuz ve Baki (2019)’nin entropi yöntemi ile belirledikleri ağırlıklar kullanılmıştır. MOORA ağırlıklı oran analizi ve ARAS sonucunda elde edilen sıralama hem kendi içerisinde, hem de diğer yöntemlerle benzerlik ve farklılıklar içermektedir. MOORA ve ARAS ile en iyi seçenek olarak belirlenen birinci patent, TOPSIS yönteminde de ilk sırada yer alırken VIKOR yönteminde ikinci sırada yer almaktadır. Diğer taraftan MOORA ve ARAS yönteminde en kötü seçenek olarak belirlenen yedinci patent ise diğer iki yöntemde de dokuzuncu sırada yer almaktadır.

Abstract:

Patent assessment of strategic importance can be summarized as a ranking according to the values of the patents in a company’s portfolio. However, there is no generally accepted method of patent assessment. These methods are gathered under three main titles: cost-based approach, market-based approach and income-based approach. In the framework of this study, the data in the work of Yavuz and Baki (2019) that a company operating in the automotive sector in Turkey has ten patents with twelve standards and the multi-dimensional decision-making techniques called TOPSIS and VIKOR are assessed, the various multi-dimensional decision-making techniques have been patented with MOORA and ARAS. As measurement weights, weights were also used by Yavuz and Baki (2019)'s entropial method. The MOORA weight-based ratio analysis and the ranking achieved by the ARAS results include similarities and differences both within itself and by other methods. The first patent, defined as a good option with MOORA and ARAS, is also ranked first in the TOPSIS method; second in the VIKOR method. On the other hand, the seventh patent, which is defined as a bad option in the MOORA and ARAS methods, is in the ninth position in the other two methods.

Patent evaluation which has strategic importance is simply defined as ranking patents in a firm’s portfolio according to their values. However, there is not a generally accepted method to valuate patents. Methods are classified based on cost, market, and revenue. In this study ten patents of an automotive sector company from Turkey are ranked according to the twelve criteria with multi criteria decision making techniques MOORA and ARAS. The data is derived from Yavuz and Baki (2019)’s study in which two of multi criteria decision making methods called TOPSIS and VIKOR are used. Also the weights of criteria determined with entropy method in Yavuz and Baki (2019)’s study are used. The ranking of the patents as a result of the MOORA weighted ratio analysis and ARAS has both similarities and dissimilarities within and with the other methods. The first patent which is determined the best alternative in MOORA and ARAS, is again in the first rank in TOPSIS but in second rank in VIKOR. On the other hand, the seventh patent which has ninth rank in the other methods, is determined as the worst alternative in MOORA and ARAS.
