With the curtailed support provided for public healthcare services, which caused these services to collapse; with the attempts of the public healthcare institutions to compensate for this support with additional payments from citizens; thus, their functioning as if they were each a private institution; with the public healthcare funds which have been transferred to other fields and with the facilities provided, priority has been given to the private sector and it has been emphasized, in the healthcare policies which have been in practice in the last two decades, that the primary solution is the family medicine system. As a whole, the family medicine model, together with the General Health Insurance and public personnel regime, is a significant step towards marketization in healthcare services in particular and elimination of public services in general. However, this system will cause the physicians, nurses, widwives and healthcare professionals who will be commissioned as family physicians or healthcare professionals for family in the primary stage to lose their rights as a personnel and to be unemployed
