Abstract:

It is known that the first general census of the Ottoman Empire throughout the country was carried out between H. 1246-Ad. 1830-1831. In all of the pioneering studies on the subject, he agrees that the main purpose of the census is to determine the human resources for the newly established Mansûre Army and to determine the taxpayers of the jizya. However, it is unclear exactly what these tammas were made according to the lack of an instruction on the initial count. In this context, for example, it is not clear what characteristics the en-ensemly population should have or at what age/ages they will be recruited. The literature puts various correspondences about the census and the population registers, which are reflections of these in practice, at the center for explanations on this subject. Based on these documents, it is stated by the researchers that the letter mim (م) is placed under the names of those registered in the population registers in order to determine those who can perform military service during the census. In particular, despite the military purpose of the census, which was correctly determined by the pioneering studies on this issue, and although this was brought forward, none of these studies linked the legislation on the re-form of the army to the census. In this context, the links of censuses and population books with the Asakir-i Mansure-i Muhammadiye Codex are examined.
