2010 yılının son aylarında Tunus, Mısır ve Libya’da ortaya çıkan isyanların etkisi zamanla Suriye’yi de etkisi altına almıştır. Söz konusu ülkelerde yıllarca devam eden “Baskıcı Rejim”ler ortadan kalkmıştır. Mart 2011’de Mısır, Tunus ve Libya’daki sürecin bir benzeri Suriye’de de gözlemlenmeye başlamış ve bunun acı neticesi olarak halk rejime karşı ayaklanmıştır. Halkın ayaklanmasına karşın Suriye rejimi aşırı güç kullanmış ve bu da ülke genelinde büyük bir buhranın ortaya çıkmasına ve hala devam etmesine sebep olmuştur. Söz konusu buhranı ortadan kaldırmak ve Suriye’de sükûneti sağlamak adına güçlü devletleri arasında vekâlet savaşlarının yaşanmasına getirip çıkarmıştır. Nitekim söz konusu vekâlet savaşları Suriye üzerinde rejim taraftarları ile rejim karşıtı gurupları destekleyen iki blokun ortaya çıkmasına sebebiyet vermiştir. Rusya, Çin ve İran Suriye rejimini desteklerken, ABD, Suudi Arabistan, Türkiye gibi ülkeler rejim karşıtı güçleri desteklemişlerdir. Biz bu çalışmada yukarıda bahse konu rejim taraftarı ve rejim karşıtı ülkelerin Suriye üzerindeki tutumundan bahsedecek, özellikle Rusya’nın Kofi Annan Barış Planı, I. Cenevre Suriye’nin Dostları Toplantısı, II. Cenevre ve III. Cenevre görüşmelerindeki tutumunu irdelemeye çalışacağız.
