Abstract The picture of poverty that is dramatically experienced by a not inconsiderable part of humanity makes this issue remain, without a doubt, within the central aspects of the agendas of international, national and even regional debates, as well as one of the axes articulators of a significant number of investigations and studies. Referring to Latin America, poverty continues to be one of the most distressing problems in the region. It is important to note that the severity of the phenomenon persists despite the fact that in recent decades the promotion of certain programs to combat this scourge of humanity has been announced. A well-founded ECLAC study released under the title "Globalization and development" recognizes that 44% of Latin Americans are poor and almost 30% are at risk of falling into poverty. These data tend to vary depending on times of boom or decline in economic growth in the region as a whole or in specific countries, but the phenomenon remains an inherent characteristic of the prevailing system.
