Kamu görevlilerine, mevzuat uyarınca etik ilkeler, yasaklar, kurallar ve ödevler aracılığıyla birtakım sınırlamalar getirilmiştir. Kamu görevlilerinin uymak zorunda oldukları bu sınırlamalardan bir tanesi de hediye alma ve menfaat sağlama yasağıdır. Bu çalışmanın amacı, kamu hizmetini arz eden kamu görevlileri haricinde hizmetten yararlananların hediye verme konusundaki etik bakış açılarının ortaya konulmasıdır. Çalışma, saha araştırması ile desteklenmiştir. Saha araştırmasında kamu hizmetinden yararlananların etik davranış algıları anket vasıtasıyla ölçülmüştür. Hizmetten yararlananların hediye verme konusundaki görüşlerinin örneklem olarak belirlenen alanlarda yaş, cinsiyet, gelir durumu, eğitim durumu, medeni durum, yaşanılan ilçe ve istihdam durumu gibi hususlara göre farklılık gösterip göstermediği incelenmiştir. Çalışma sonucunda hizmetten yararlananların hediye verme konusundaki davranışlarının gelir durumu, eğitim durumu, istihdam durumu ve yaşanılan ilçeye göre anlamlı farklılık gösterdiği sonucuna ulaşılmıştır.
Public officials have been subjected to a number of restrictions through ethical principles, prohibitions, rules and tasks in accordance with the legislation. One of these restrictions that public officials must comply with is the prohibition of receiving gifts and provision of benefits. The aim of this study is to reveal the ethical views of those who benefit from the service, except the public service providers, on giving gifts. The work was supported by field research. The ethical behavior perceptions of those who benefit from public service in the field research were measured through the survey. It is studied that the views of the benefiters on the donation of gifts in the fields determined as a sample differed according to aspects such as age, gender, income status, educational status, civil status, the district experienced and employment status. The study concluded that the behavior of the beneficiaries of the service on the gifting shows significant differences according to the income status, the educational status, the employment status and the area experienced.
Public officials have been imposed certain restrictions through ethical principles, prohibitions, rules and duties in accordance with the legislation (law and bylaw). One of the limitations that public officials have to comply with is the prohibition of receiving gifts and providing benefits from the service demanders. The purpose of this study is to reveal the ethical perspectives of those who benefit from the service, except public officials who supply the public service. This study was supported by the field research. In this study, ethical behaviors perceptions of the service users (demanders) were measured through a questionnaire. Whether the opinions of the demanders about gift giving service varies according to age, gender, income status, educational status, marital status, the living place (district), and employment status in the areas determined as samples. As a result, it was concluded that the behaviors of the service demanders in giving gifts differ significantly according to income status, educational level, employment status and the district where they live.
