Bu yazıda son devir Osmanlı âlim ve müderrislerinden Mehmed Zihni Efendi tarafından Osmanlı Türkçesiyle kaleme alınan “el-Kavlü’s-Sedîd fi ‘İlmi’t-Tecvîd” diğer ismiyle “Tecvîd-i Cedîd” adlı eseri değerlendirilmektedir. Medrese talebelerine yönelik hazırlanmış olan bu eser, üç ana konudan oluşmaktadır: Mushaf-ı Şerif, tilâvet ve tecvîd. Eserde, Kur’ân tarihi ve kitabeti, tilâvetin hükmü ve çeşitleri, Kur’ân eğitiminin fazileti, hatim geleneği gibi konuların yanı sıra vasıl ve vakıf hükümleri, harflerin çıkış yerleri ve sıfatları ile med çeşitleri gibi konular da ele alınmıştır. Müellifin konuları işlerken, yaşadığı dönemle alakalı hatalı davranış ve alışkanlıklara yönelik eleştiri yapmayı da ihmal etmemesi eserin önemli noktalarından birisini teşkil etmektedir. Müellifin, tecvid kaidelerini önce nazarî düzeyde ortaya koyup, daha sonra uygulamalı örneklerle açıklaması; nazarî düzeyde bırakmaması ayrıca önem arz etmektedir. Bu kitap kritiğinde, eserin tanıtımı yanı sıra Zihni Efendi’nin özel görüş ve düşüncelerinin altını çizmeye çalışılmış ve müellifin kullandığı kaynaklar kırâât literatürü açısından değerlendirilmiştir.

Abstract:

In this article, the work "Tecvîd-i Cedîd" with the other name of "el-Kavlü's-Sedîd fi 'Ilmi't-Tecvîd" is evaluated by Mehmed Zihni Efendi from the last era of the Ottoman âlims and muderis. This work, prepared for the demands of Medrese, consists of three main topics: Mushaf-i Sherif, Tilâvet and Tecvîd. In the book, the story of the Qur’an and the book, the judgment and varieties of the Qur’an, the philosophy of the Qur’an, the tradition of hatim, and the rules of the foundation, the places of exit of the letters and the scores and the varieties of med. When working on the subjects, the client is one of the important points of the work that he does not forget to criticize the wrong behavior and habits related to the period in which he lives. It is also important that the Muelifi first reveals the tecvids at the Nazareth level, and then does not leave the explanation with the practical examples at the Nazareth level. In this book’s criticism, the promotion of the work as well as the special opinions and thoughts of the Mindful Lord were tried to draw down and the resources used by the author were evaluated in terms of literature.

This study examines al-Kawlus-Sadid Fi ‘Ilmi’t-Tajweed (also known as Tajwid-i Jadid), which was written in the Ottoman Turkish by a late Ottoman scholar Mehmed Zihni Efendi. The book, which was originally written for the Madrasa Students, consists of three main topics: Mushaf-i Sharif, Tilawah and Tajwid. In addition to containing the topics of history and collection of the Quran, the rules and variations of Quranic recitation, and the tradition of Khatma’l-Quran, the book addresses the rules of wasl and waqf, makharij and characteristics of letters, and madd rules. One of the significant points of the book is that while discussing the topics, the author elaborates on wrong behaviours and customs of his time. Another vital point of the book is that the author does not only discuss the Tajwid rules on the theoretical level, but he also explains them with practical examples. As well as introducing the book, this critical analysis highlights Zihni Efendi’s personal thoughts and ideas along with the assessment of the author’s bibliographic sources from point of the Qiraat literature.
