Dünyanın Covid-19 olarak kodlanan virüsle sarsıldığı ve virüsün pandemi ilan edilmesiyle sistemin dibe vurduğu günlerde, devletin rolü ve ulus-devlet gerçeği yeniden tartışılmaya başlanmıştır. Tarihsel olarak da çok özgün bir devlet yapılanması ve geleneği olan Türkiye’deki devletin başta ekonomi olmak üzere toplumsal hayat üzerindeki güncel rolü, tarihsel bağlamı içinde yeniden değerlendirilmelidir. Burada dikkat çekilmesi gereken husus Batı’da, özellikle 2. Dünya Savaşı sonrasında, ortaya çıkan sosyal devlet, eski bildik haliyle yeniden karşımızda olmayacaktır. Daha doğrusu sosyal devlet kavramı konjonktürel bir tanımlama ya da formülasyondur ve bitmiştir. Esasında seksenlerin başında başlayan başlayan neoliberalizmin saldırısı ile “sosyal devlerin” sönme sürecine girdiğini belirtmek gerekir. Ancak 2008 krizi sonrası olan gelişmeler ve 2020 küresel salgın süreci bize iki önemli olguyu gösterdi: İlki Batı’nın-ya da Batı- devlet kavramının artık sosyal hiçbir yanının olmaması, ikincisi Avrupa Merkezcilik bütün tarihi boyunca hem ideolojik hem de praxis olarak faşizmi içinde barındırmış ve bütün iktisadi krizlerde faşizm, Avrupa’nın tam merkezinde, hiç ölmeyen bir canavar olarak yeniden hortlamıştır. 21. yüzyılın ilk çeyreği bir önceki yüzyılda olduğu gibi, bundan sonrasını belirleyecek toplumsal, ekonomik ve politik dinamikleri önümüze koymaktadır. Bu makalede bu dinamikler ele alınmaktadır. Bunun için küresel ekonomi açısından belirleyici bir dönemeç olan 2008 küresel krizin sonuçları da dikkate alınacaktır. Ki, 2020 küresel salgını bu sonuçları bütünüyle gün yüzüne çıkarmıştır. Çalışmada, öncelikle dünyada 2008 krizi ve sonrasında belirginleşen paradigma değişimi ve bunun sonuçlarını ele alarak ekonomilerin yeni dönemde ölçek, verimlilik ve kalkınma sorunları üzerine yeni kavramsal tanımlamalar getirme ve buradan Türkiye’ye ilişkin yeni bir modelin temel başlıklarını geliştirme amaçlanmaktadır.
In the days when the world was stumbled by the virus coded as Covid-19 and the virus was declared a pandemic, the role of the state and the nation-state truth began to be discussed again. The current role of the state in Turkey, which is a historically very original state formation and tradition, on social life, primarily the economy, must be re-evaluated in its historical context. It’s important to note here, especially in the West. After the World War, the emerging social state will not be in front of us again as it was known. More specifically, the concept of social state is a conjunctural definition or formulation and has ended. It is essentially necessary to note that the attack of neoliberalism, which began in the early centuries, and the "social giants" entered the extinction process. But the developments after the 2008 crisis and the 2020 global epidemic process showed us two important facts: the first is that the concept of the western or western state no longer has any social side; the second is that the European Centrality has hosted fascism both ideologically and practically throughout its history; and in all economic crises, it has re-injected fascism, in the very heart of Europe, as a never-dead monster. The first quarter of the 21st century, as in the previous century, puts the social, economic and political dynamics to determine the latter. In this article, these dynamics are discussed. This will also take into account the results of the 2008 global crisis, which is a decisive turning point in the global economy. The 2020 global epidemic has brought these results to the full face. The study, first of all, a paradigm change in the world after the 2008 crisis and its consequences, aims to bring new conceptual definitions on the scale, efficiency and development issues of the economies in the new period and develop the basic headlines of a new model related to Turkey from here.
