Abstract:

The temporary enforcement of international legal agreements raises significant legal problems as a controversial instrument in international law. The provisional implementation of international legal agreements has finally attracted attention in the context of the CETA (Comprehensive Economic and Trade Agreement), a free trade agreement characterized by a mixed agreement on the EU roof. The article discusses the issues arising at the level of international law, national law and EU law, on the one hand, the savings licenses of international law actors, on the other hand, in the framework of the demands of the principle of democracy stipulated in the Constitutional Convention.
