İşsizlikle mücadele tüm ülkeler için önemli makroekonomik amaçlardan biridir. İşsizlik oranlarını düşürmek için pek çok ekonomik politika uygulanmaktadır. Ülkeler arası farklı işsizlik seviyeleri, makroekonomik politikaların yanı sıra, ülke ekonomilerinin yapısından da etkilenmektedir. Bu çalışmada Türkiye’de farklı eğitim seviyelerine göre kadın ve erkek işsizlik oranlarının ekonomik şoklardan nasıl etkilendikleri araştırılmaktadır. Ekonomide yaşanan bir şok etkileri kalıcı veya geçici olabilmektedir. Bu işsizlikle mücadelede uygulanacak politikaların belirlenmesi için önemlidir. Şokların etkisinin kalıcı olması durumunda, işsizlik oranı kalıcı olarak yükselmektedir ve işsizliği düşürmek için makroekonomik politikalar uygulanmaktadır. Şokların etkileri geçici olduğunda ise, işsizlik seviyesi kısa dönemde yükselmekte, uzun dönemde eski seviyesine dönmektedir. Bu nedenle, işsizlikle mücadele için politikalar uygulanmasına ihtiyaç duyulmamaktadır. Çalışmada 2005:01-2020:05 dönemi aylık verileri kullanılmaktadır. Keskin ve kademeli kırılmaları dikkate alan alternatif birim kök ve durağanlık testleri sonuçların güvenirliliğinin kontrolü amacıyla uygulanmaktadır. Testler neticesinde elde edilen bulgular kullanılan yöntemlere göre farklılık göstermektedir. Kadın işsizlik oranlarında şokların etkilerinin geçici olma eğiliminin, erkek işsizlik oranlarında şokların etkilerinin kalıcı olma eğiliminin daha fazla olduğu tespit edilmektedir.
The fight against unemployment is one of the key macroeconomic objectives for all countries. Many economic policies are implemented to reduce unemployment rates. Different levels of unemployment between countries are influenced by macroeconomic policies as well as the structure of the country’s economies. This study examines how women and men’s unemployment rates are affected by economic shocks according to the different levels of education in Turkey. The impact of a shock in the economy can be permanent or temporary. It is important to determine the policies to be implemented in the fight against unemployment. If the impact of shocks is permanent, the unemployment rate is constantly rising and macroeconomic policies are implemented to reduce unemployment. When the effects of shocks are temporary, the unemployment level rises in a short period and returns to its old level in a long period. Therefore, it is not necessary to implement policies to fight unemployment. The study uses monthly data for the period 2005:01-2020:05. Alternative unit root and stagnation tests taking into account sharp and gradual breakdowns are carried out in order to control the reliability of the results. The results obtained by the tests differ according to the methods used. The effects of shocks in women’s unemployment rates tend to be temporary, and the effects of shocks in men’s unemployment rates tend to be more permanent.

In this paper, it is investigated how female and male unemployment rates by education levels are affected by economic shocks. The effects of a shock in the economy can be permanent or temporary. This is important for determining the policies to be implemented in the fight against unemployment. If the effects of the shocks are permanent, the unemployment rate rises permanently, and macroeconomic policies are implemented to reduce unemployment. When the effects of shocks are temporary, the unemployment level rises in the short term and returns to its previous level in the long term. Therefore, there is no need to implement policies to fight unemployment. Monthly data for the 2005: 01-2020: 05 period are used in the study. Alternative unit root and stationarity tests with sharp and gradual shifts are employed to check the reliability of the results. The findings obtained as a result of the tests differ according to the methods used. It is stated that the effects of shocks tend to be temporary in female unemployment rates and that the effects of shocks tend to be permanent in male unemployment rates.
