Ahi veya lonca adı altında organize olan Osmanlı esnaf teşkilatının kökeni, Selçuklu Devleti döneminehatta İslamiyet’in ilk yıllarındaki “fütüvvet” teşkilatına dayanmaktaydı. Osmanlı Devleti esnaf teşkilatınınen önemli gelişme aşamalarından olan esnaf gediklerinin doğuşu 17. yüzyılın ortalarından başlamaktadır.Gedik kavramı iktisadi anlamda, Osmanlı Devleti’nde esnafın sanatını icra edebilme yetkisi anlamınagelmekte olup, ayrıca her zanaat kolunun belirli bir sayı ile sınırlandırılması ve bu zanaat için gerekliolan dükkân ile içerisindeki âlet ve edevat anlamına da gelmektedir. Gedik sistemi, 18. yüzyılın sonlarınadoğru, esnaf örgütlerinin, gedikleşmeyi, içe kapalı bir tekelleşmeye dönüştürme çabaları nedeniyle devletingüttüğü hedeflerle çatışmaya başlamıştır. Bu nedenle zaman içerisinde bazı düzenlemeler yapılmıştır. 1Mart 1913’te çıkarılan “Gediklerin İlgası Hakkında Kanun-ı Muvakkat” ile de gedikler kaldırılmıştır.İstanbul’un su ihtiyacının karşılanmasına hizmet etmiş olan saka gedikleri ise bu tarihten sonra varlıklarınıdevam ettirmişlerdir. Saka gediklerinin durumlarına dair bazı konular resmi yazışmalara yansımıştır. Bukonulardan bazıları saka gediklerinin ilga edilmesinin uygun olup olmadığı, ilga edilirse gedik bedellerininödenip ödenmeyeceği veya hangi kurum tarafından ödeneceğidir. Sonuçta 1916 yılında hazırlanan ek kanunmaddesi ile saka gediklerinin de kaldırılmasına karar verilmiştir. Ancak bazı kaynaklar bu ek kanun maddesiniiçeren layihaya rağmen saka gediklerinin varlıklarını 1950’li yıllara kadar devam ettirdiklerini belirtmektedir.Kanaatimiz hazırlanan ek kanun maddesine dair layihanın kanun niteliği kazanmadığı ya da kazanmışsa dauygulanamadığıdır. Çalışmamızın amacı, saka gediklerine dair bilgiler verdikten sonra bu gediklerin 1913’tensonraki durumlarına dair tespitlerde bulunmaktır. Çalışmamızın ana kaynağı ise Osmanlı Arşivinden teminettiğimiz belgelerdir.
