Abstract From a socio-historical perspective, the text proposes to reflect on the education and protection of children in Santa Catarina. The positioning from the institutional care highlights a set of hygienists, moralizing and normalizing intentions of children's habits and behaviors that, materialized in the legal, assistance and health instances, were imposed in Brazil between 1930 and 1940, instituting a form of childhood government. The research and analysis of newspapers with circulation in this state, by focusing on the set of knowledge and government actions that were disseminated, aimed to problematize in which ways this device contributed to form and forge the institutionally sheltered, poor and marginalized Santa Catarina childhood. The reconstruction of this path contributes to reiterating the internal heterogeneity of the social category childhood, expanding reflections on the Childhood Care Network and putting in prospective ways of institutional care for children in Santa Catarina.
