Terror is a case that maintains its existence for centuries, although its quality has changed in the historical process. There is no single terror definition on which everyone is agreed. Today, the fact that terror is not wholly eradicable is the evidence of difficulty of the counter-terrorism. Global counter-terrorism speeded up after 2001. Accordingly, while international law mostly put the terror on the agenda, intensive judicial efforts against the terror are also observed in the United Nations. It is natural that the Security Council and General Assembly were the places where the terror is mostly discussed within the structure of this world organization. In this study, the definition and history of terror and the approach of these aforementioned organs about terrorism are pointed out
