Son yıllarda, intermodal taşımacılık sistemlerinde yük planlama problemi, küresel lojistik sektöründe giderek artan öneme sahip bir konu haline gelmiştir. Ancak, bilimsel yazındaki mevcut çalışmaların çok büyük bir kısmında problem, tek modlu taşımacılık hizmeti sağlayan lojistik firmaları ve üretici firmalar çerçevesinden ele alınmıştır. Diğer yandan, intermodal taşımacılığın yaygın hale gelmesi ile taşıma modu seçimi, denizyolu ve demiryolu taşımacılığı sefer sayılarının belirlenmesi, periyodik yük tahsisi ve dış kaynak kullanımı gibi çok sayıdaki karmaşık kararın eş zamanlı olarak çözümlenmesi gerekliliği, problemin karmaşıklığını daha da arttırmaktadır. Bu çalışmada, lojistik komisyonculuğu bakış açısıyla, çok amaçlı, çok modlu ve çok dönemli bir yük planlama problemi için karışık tamsayılı bir matematiksel programlama modeli geliştirilmiştir. Geliştirilen model, müşterilerin hem ithalat hem de ihracat yönündeki yük taleplerine çözümler üretebilmekte olup toplam maliyetin en küçüklenmesinin yanı sıra, müşteri hizmet düzeyi ile ilişkilendirilebilecek toplam transit sürelerinin en küçüklenmesi ve toplam karbondioksit salınımının en küçüklenmesini de hedeflemektedir. Çelişen amaçlar doğrultusunda ve belirsizlik altında, karar vericiye uzlaşık çözümlerin sunulabilmesi için bulanık hedef programlama yaklaşımından yararlanılmıştır. Elde edilen sonuçlar göstermektedir ki geliştirilen model; ekonomik, müşteri tatmini ve çevresel açılardan etkin ve efektif yük planlarının oluşturulmasına katkı sağlamaktadır.
In recent years, the problem of cargo planning in intermodal transportation systems has become an increasingly important topic in the global logistics sector. However, in much of the current work in the scientific paper, the problem was addressed by the framework of the logistics companies and manufacturers that provide one-mode transportation services. On the other hand, with the popularity of intermodal transportation, the need to simultaneously resolve a number of complex decisions, such as the choice of transport mode, the determination of the number of flights for sea and rail transportation, the periodic charge allocation and the use of external resources, increases the complexity of the problem. In this study, from the point of view of logistics commissioning, a mixed summary mathematical programming model for a multi-purpose, multi-modular and multi-periodic load planning problem was developed. The developed model is capable of producing solutions to customers’ import and export load demands and aims to minimize the total cost as well as to minimize the total transit time that can be associated with the level of customer service and to minimize the total carbon dioxide emissions. In line with contradictory goals and under uncertainty, the decision maker has taken advantage of the foolish targeted programming approach to deliver over-the-counter solutions. The results show that the developed model contributes to the creation of economic, customer satisfaction and environmentally effective and effective cargo plans.
