Abstract:

During World War I, some steps were taken with the pressure of Germany and the initiative of Talat Pasha to win the Zionist surroundings that acted against the Ottoman State. Talat Pasha has appointed Emanuel Karasu of Jewish origin from the important names of the Alliance and Terakki to meet with the Zionist circles that may be considered moderate in Germany. Karasu went to Berlin to meet with the leaders of the Jewish community in Germany. The meeting discussed the situation and future of the Jews in the Ottoman State. In this context, the Ottoman-Israeli Union project, where Jews will be gathered under a roof, was decided to be implemented, but the realities that emerged after the war made it impossible for the project to live. One of the points of consideration in the negotiations with the Jewish surroundings is the intimate efforts of the Alliance and the Terakki, for the back of the Ottoman State, which is alone with the danger of disintegration, until the last time. Another important aspect that this study reveals is that the Alliance and Terakki, in the post-war period, have comprehensive political projects aimed at ensuring the Ottoman social order in peaceful ways. The main sources of this study are the German Foreign Archive documents. The reports collected by German Foreign Ministers have made it possible to read the Ottoman State’s approach to the Jewish issue, which the Zionist circles frequently discussed during the First World War, from the German window.
