Kültürel diplomasi kamu diplomasisi altında yer almakta ve ülkelerin yumuşak güç kaynaklarından birini oluşturmaktadır. Kültürel diplomasi, devletlerin kendi itibarlarını artırmak ve diğer devletlerle ilişki içinde olmak amacıyla yürüttüğü her türlü kültürel faaliyet olarak değerlendirilebilmektedir. 21. yüzyılda iletişim teknolojilerinde meydana gelen gelişmelerle birlikte ülkelerin ağırlık vermeye başladıkları kültür diplomasisi faaliyetleri içinde, kısa sürede geniş kitlelere ulaşmayı başaran sinema ön plana çıkmaktadır. Kavramın yaratıcısı Joseph S. Nye Jr, “Bound to Lead: The Changing Nature of American Power” adlı kitabında, Amerika Birleşik Devletleri’nin yumuşak güç kullanımı konusunda uluslararası arenada en büyük ülke olduğunu dile getirmektedir. Özellikle Soğuk Savaş Dönemi’nden sonra kültürel diplomasi faaliyetlerine ağırlık veren Amerika Birleşik Devletleri sinemayı Hollywood Film Endüstrisi aracılığıyla bu amaçla etkin bir biçimde kullanmaktadır. Bu çalışmada ABD’nin sinemayı, kendi ideolojisini ve dış politikasını “diğerlerine” benimsetmek amacıyla nasıl kullandığının ortaya çıkarılması amaçlanmaktadır. Hollywood tarafından çekilen filmlere bakıldığında özellikle de savaş ve felaket filmlerinde bu durumun açıkça yer aldığı görülmektedir. Kapsamı felaket filmleriyle sınırlandırılan bu çalışmada Hollywood yapımı filmler taranarak tüm dünyayı etkileyen olayların yer aldığı filmler belirlenmektedir. Bu şartı sağlayan “Kurtuluş Günü”, “Armageddon”, “Derin Darbe”, “2012”, “Yarından Sonra” ve “Geostrom” isimli altı film göstergebilimsel çözümleme yöntemiyle incelenmektedir. Bu çalışma, amacı sadece insanlara teknolojinin imkanlarından faydalanarak aksiyonun bol olduğu sahneler ile eğlenceli zaman geçirtmekmiş gibi gösterilmek istenen felaket filmlerinin Amerika’nın kültür diplomasisi faaliyetlerine nasıl hizmet ettiğini göstermesi açısından önem taşımaktadır. Bu nedenle, araştırma için Hollywood yapımı felaket filmleri içinde yer alan tüm dünyayı aynı anda etkileyen felaket konularının işlendiği örnekler göstergebilim yöntemi ile analiz edilerek çalışmanın temel soruları cevaplandırılmaya çalışılmıştır. Elde edilen sonuçlara göre Amerika Birleşik Devletleri özellikle de sosyal, kültürel, siyasal ve ekonomik alanlarda kendi ideolojisi ve dış politikasını benimsetmek amacıyla Hollywood yapımı felaket filmlerinden faydalanmaktadır. İncelenen felaket filmlerinde konular her nekadar farklı gibi görünse de film içinde yer verilen görsellerden filmlerin anlatı yapılarına kadar pek çok alanda bu filmlerin birer yumuşak güç unsuru olarak kullanıldığını gösteren ortak noktalar yer almaktadır.
Cultural diplomacy is under public diplomacy and constitutes one of the soft power sources of the countries. Cultural diplomacy can be regarded as any kind of cultural activity that the states carry out in order to increase their own reputation and to be in relations with other states. With the developments in communication technologies in the 21st century, in the cultural diplomacy activities that the countries began to emphasize, the cinema, which has managed to reach broad audiences in the short time, is in the forefront. The creator of the concept, Joseph S. Nye Jr, in his book "Bound to Lead: The Changing Nature of American Power", says the United States is the largest country in the international arena in terms of the use of soft power. The United States, especially after the Cold War, which emphasizes cultural diplomacy activities, is effectively using the cinema through the Hollywood Film Industry for this purpose. This study aims to reveal how the U.S. uses cinema, its own ideology and its foreign policy to adopt "to others". When you look at the films taken by Hollywood, it is clear that this situation is clear, especially in war and catastrophic films. The scope is limited to catastrophic films in this study, scanning Hollywood-made films determines the events that influence the whole world. The six films that provide this condition, “The Day of Liberation”, “Armageddon”, “The Hard Strike”, “2012”, “After Tomorrow” and “Geostrom”, are studied by the indicative analysis method. This study has an importance to show people just how catastrophic films that are intended to be shown to have spent fun with scenes where the action is abundant by taking advantage of the technology’s capabilities to serve America’s cultural diplomacy activities. Therefore, for research, the examples of catastrophic subjects that are processed simultaneously affecting the whole world included in the Hollywood-made catastrophic films have been tried to answer the basic questions of the study by indicating the method. According to the findings, the United States is taking advantage of Hollywood-made catastrophic films, especially in the social, cultural, political and economic fields, in order to adopt its own ideology and foreign policy. In the reviewed catastrophic films, the subjects seem different, but from the images in the film to the narrative structures of the films in many areas there are common points that show that these films are used as a soft power element.
