Abstract:

In order to make public transportation attractive in our cities that develop and change every day, it is necessary to evaluate the operators who use and operate public transportation systems. This evaluation process should be carried out by taking into account both the operator and user perspectives. Because while the user expects to reach the destination in the shortest time and in the most comfortable way, the operator expects no loss or a certain profit rate. The aim of this study is to evaluate the performance of public transportation lines from both operator and user perspectives. For 40 bus lines serving in Erzurum province, 9 criteria (route length, number of stops, number of vehicles, number of trips, trip interval, trip duration, total km per day, time served, number of passengers) were determined for both the user and the operator. In the study, the criterion weights were calculated by comparing each other with the AHP method, one of the MCDM methods. In addition, in the study, the performance rankings of public transportation lines were calculated using four different MCDM methods: TOPSIS, COPRAS, WASPAS and MOORA Importance Coefficient Approach. Thanks to the diversity of MCDM methods, the performances of the lines were compared both with each other and between the methods.
