Küresel bir salgın krizi karşısında küresel değil ulusal dayanışmanın sergilendiği bir dünyada devletin rolü yeniden önem kazanmıştır. Bununla birlikte, ulus devletlerin geri dönüşü söyleminin yanıltıcı olduğu ve kamusal alanın yeniden önem kazanmasıyla devletlerin geri dönüşünün, küreselleşme öncesi bir ulus devlete geri dönüş olmadığı vurgulanmaktadır. In other words, when the state returns, it will have to be transformed. This means the return of the national state in a way appropriate to the needs of an effective and flexible state at both local and national and regional and global levels.
