Özel Eğitim Okullarında Ücretli Öğretmenlik Uygulaması ve Uygulamanın Eğitime Yansımaları Hakkında Okul Yönetici Görüşleri

Ücretli öğretmenlik, Milli Eğitim Bakanlığı’na bağlı okullarda ihtiyaç halinde ek ders ücreti karşılığında görevlendirilen geçici öğretmenlerdir. Özel gereksinimli bireylerin çoğu hayatlarını sürdürebilmek için diğer kişilerin yardımına ihtiyaç duymaktadır. Bireyler, yetersizlikten etkilenme düzeylerine göre öz- bakım ve temel yaşam becerilerini gerçekleştiremediği takdirde çevresindekilere bağımlı durumda kalmaktadır. Yetersizlikten etkilenmiş bireylerin ve çevresindekilerin yaşam kalitesini arttırmak ve bireylerin toplumda bağımsız yaşamasını sağlayıcı becerileri kazandırmak için eğitimleri oldukça önemlidir. Eğitimlerinin özel eğitim alanında uzman kişilerce verilmesi, öğretim programlarının öğrenci özelliklerine göre hazırlanması ve aileyi eğitim sürecine dahil etme öğrencilerin gelişimlerini olumlu yönde etkilemektedir. Yapılan araştırmada, ülkemizde özel eğitim alanında ciddi anlamda öğretmen ihtiyacı olduğu görülmektedir ve ihtiyaç da ücretli öğretmenlik uygulamasıyla giderilmeye çalışılmaktadır. Bu araştırma, yetersizlikten etkilenmiş öğrencilerin eğitim gördüğü özel eğitim okullarındaki ücretli öğretmenlik uygulamasının öğrenciler üzerindeki olumlu ya da olumsuz etkilerini belirleyebilmek için yönetici görüşlerinin alınması üzerine oluşturulmuştur. Yönetici görüşleri incelendiğinde, özel eğitim okullarındaki ücretli öğretmenlik uygulamasının, özel eğitim öğrencilerinin gelişimine katkı sağlamadığını, öğretmen değişikliklerinin öğrenci gelişimi için zaman kayıplarına neden olduğunu göstermektedir. Ayrıca, ücretli öğretmenlerin öğrenci problem davranışlarıyla baş etmede güçlükler yaşadığını ve bu durumun da ücretli öğretmenlerin kendilerini yetersiz hissetmelerine neden olduğunu belirtmektedir. Ücretli öğretmenlerin birçoğunun yaptığı işi geçici olarak görmesinden dolayı kendilerini özel eğitim alanıyla ilgili geliştirme, bilgi ve becerilerini arttırmada isteksiz olduğunu, öğretmenlerin öğrencileri ve velileri anlamada güçlükler yaşadığını, bunun da iletişim problemlerine neden olduğunu ve tüm bu sebeplerden dolayı ailelerin çocuğunun eğitimine önem vermediğini ve eğitimi desteklemediğini göstermektedir.

School managers' opinions on the application of paid teaching in private educational schools and the impact of the application on education

Payed teaching is the temporary teachers appointed in the schools associated with the Ministry of National Education in the event of need for additional lesson fees. Most people with special needs need the help of others to continue their lives. Individuals remain dependent on those around them if they cannot realize their basic life skills and self-care according to their levels of disability. Education is of great importance to improve the quality of life of individuals and those around them and to provide skills that allow individuals to live independently in society. The provision of their education by specialists in the field of special education, the preparation of the teaching programs according to the student’s characteristics and the inclusion of the family in the educational process positively influence the development of students. The research has shown that in our country there is a serious need for teachers in the field of private education and that the need is also tried to be addressed by the application of paid teaching. This study was based on the management views to determine the positive or negative effects of paid teaching in private educational schools in which disabled students are educated. When the managerial opinions are examined, it shows that paid teaching practice in private educational schools does not contribute to the development of private educational students, and that teachers' changes lead to time losses for student development. It also points out that paid teachers have difficulties in dealing with student problem behavior, and this situation also causes paid teachers to feel insufficient. It shows that because many paid teachers see the work they do temporarily, they are unwilling to improve their development, knowledge and skills in the field of private education, that teachers have difficulties in understanding students and guardians, that also causes communication problems, and that all of these reasons families don’t care about their child’s education and don’t support their education.

Paid teaching is temporary teachers who are employed in schools affiliated with the Ministry of National Education in return for an additional course fee if needed. Most of the individuals with special needs need the help of other people to survive. If individuals cannot perform self-care and basic life skills, depending on their level of being affected by disability, they become dependent on those around them. Their education is very important in order to increase the quality of life of individuals affected by disability and those around them, and to provide individuals with skills that enable them to live independently in the society. Providing their education by specialists in the field of special education, preparing the curriculum according to the characteristics of the students and including the family in the education process positively affect the development of the students. According to the research conducted, it is seen that there is a serious need for teachers in the field of special education in our country, and the need is tried to be met by paid teaching practice. This study was created to obtain the opinions of the administrators in order to determine the positive or negative effects of the paid teaching practice on the students in special education schools where the affected students are educated. When the opinions of the administrators are examined, it is seen that the paid teaching practice in special education schools does not contribute to the development of special education students, and that teacher changes cause loss of time for student development. Also states that paid teachers have difficulties in coping with student problem behaviors and this situation causes paid teachers to feel inadequate. Since most of the paid teachers see their job as temporary, they are reluctant to develop themselves, increase their knowledge and skills in the field of special education, that teachers have difficulties in understanding students and parents, this causes communication problems, and because of all these reasons, families do not attach importance to their child's education and education shows no support.
