Cumhuriyetin ilanından 1960’a kadar olan dönemde Türkiye’de üzüm yetiştiriciliği ve üzüm politikaları ile bunun ekonomiye olan yansımaları makalenin konusunu teşkil etmektedir. Çalışma, Cumhuriyetin İlk Dönemi’nde bağcılık ile üzüm üretimi ve ticareti (1923- 1950); DP Dönemi’nde Türkiye’de üzüm üretimi ve ticareti (1950-1960) ile sınırlandırılarak iki dönem dâhilinde ele alınmıştır. Cumhuriyet Dönemi’nde üzüm üretimi ve üzüm politikalarının ekonomiye olan yansımaları sayısal veriler ışığında değerlendirilmiştir. Çalışmanın kaynak materyalini, Başkanlık Cumhuriyet Arşivi Belgeleri, resmi yayınlardan; Türkiye Büyük Millet Meclisi (TBMM) Zabıt Ceridesi, kanunlar ve tutanak dergileri, Türkiye Cumhuriyeti Resmî Gazetesi, istatistik yıllıkları, ayın tarihi ve dönemin süreli yayınları arasında bulunan tarım ve ekonomi dergilerinin makaleleri oluşturmaktadır. Konu incelenirken, dönemin Türkiye’si ile dünyanın bağcılık ve üzüm üretimi alanında yaşanan gelişmeleri göz önüne getirilerek gerekli değerlendirilmelerde bulunulmuştur. Çalışmada elde edilen sonuçlar şunlardır: Cumhuriyetin ilanıyla birlikte üzüm üretimi ve ihracatının artırılmasına özen gösterilmesine rağmen 1929 Dünya Ekonomik Buhranı ve akabinde başlayan II. Dünya Savaşı’nın olumsuz şartları üzümcülüğü sekteye uğratmıştır. Buna karşın üreticilere yapılan mali destekler, kooperatifleşme yönünde gerçekleştirilen örgütlenmeler ve çekirdeksiz kuru üzüm ihracatının murakabesine dair nizamnamenin yürürlüğe konulması, Türkiye’de üzüm üretimi ve ticaretinin geliştirilmesi yönünde önemli adımları teşkil etmiştir. DP Dönemi’nde ise bir yandan köylerde kurulacak toplu bağ ve meyvelikler için Tarım Bakanlığı bütçesinden ödenekler tahsis edilmesi öbür yandan Amerikan, aşılı ve yerli asma türlerinin üretiminde sayıca artış kaydedilmesi, üzüm yetiştiriciliği ve satışının daha da ileri bir seviyeye taşınmasına yardımcı olmuştur.
This study used numerical data to address grape production and grape policies and their repercussions on the Turkish economy until 1960. The study covered the subject matter in two periods; (1) Viticulture and grape production and trade in the first period of the Republic (1923-1950) and (2) grape production and trade during the Democratic Party Period (1950-1960). Data were collected from the Presidency Republican Archive Documents, Memorandum Diary of the Grand National Assembly of Turkey, laws and minutes books, Official Gazette of the Republic of Turkey, annual statistics, articles on agriculture and economic journals and periodicals. The study also assessed global developments in viticulture and grape production. The results are as follows: After the declaration of the Republic, there were considerable efforts to increase grape production and export, however, the Great Depression (1929-1939) and World War II (1939-1945) had a negative impact on the development of wine. However, provision of financial support to producers, establishment of cooperatives and introduction of the regulation on the supervision of the export of seedless rains were some important steps taken for the development of grape production and trade in Turkey. During the reign of the Democratic Party, funds were allocated from the budget of the Ministry of Agriculture to establish corporate vineyards and orchards in villages and an increase was recorded in the production of American, grafted and native grape species. These developments promoted grape production and trade.
