Kentlerin büyümesi ile görünürlüğü artan evsizlik olgusu, geçmişten günümüze insanlığın mücadele etmekte güçlük yaşadığı ve bir türlü çözüme kavuşturulamayan bir sorundur. Özellikle küreselleşmenin beraberinde getirdiği adaletsizlikler, yeni yoksul sınıflamalarını gündeme getirmiştir. Bu sınıflandırmanın en altında yer alan evsizler, toplumun dışladığı, görmezden geldiği, hatta korktuğu, istenmeyen bir kesim olarak değerlendirilmektedir. Evsizlerin içinde bulunduğu bu olumsuz durumu körükleyen önemli bir gelişmeye içinden geçtiğimiz şu günlerde tanıklık edilmektedir. Bu gelişme kuşku yok ki Covid-19 pandemisidir. Küreselleşmenin beraberinde getirdiği -beklenen ancak görüldüğü kadarı ile pek de hazırlıklı olunmayan- bu “hastalığın küreselleşmesi” durumu, evsizler açısından büyük bir yıkıma neden olmaktadır. Bir yandan pandeminin beraberinde getirdiği ekonomik ve psikolojik yıkımın evsizliğin nedeni olma potansiyeli, diğer yandan da evsiz kitlelerin hem kendileri hem de içinde yaşadıkları toplum açısından büyük bir risk oluşturmaları, üzerinde önemle düşünülmesi ve çözüme yönelik politikalar üretilmesi gereken bir konudur. Bu çalışma, Türkiye’de pek de ilgi görmeyen ancak önemli bir sorun olan evsizlik olgusuna Covid-19 salgını bağlamında odaklanmakta ve evsizliğin dünyadaki ve Türkiye’deki boyutları ve konu ile ilgili yapılan çalışmalar ekseninde ilgili yazına bir kapı aralamaktadır.
The increasing evil phenomenon with the growth of cities is a problem from the past to the present that mankind has had difficulties in fighting and is unresolved in any way. In particular, the injustice brought with globalization has brought up new poor classifications. The homeless people at the bottom of this classification are regarded as an unwanted section that society excludes, neglect, and even fears. We are witnessing this significant development of the negative situation in which the homeless people are present in these days. This is a Covid-19 pandemic. The “globalization of the disease” which the globalization brings with it – which is expected but not prepared as much as it is seen – leads to a great destruction in the sense of the homeless. On the one hand, the potential for the economic and psychological destruction brought by the pandemic to be the cause of homelessness, on the other hand, it is a matter that homeless masses pose a great risk for both themselves and the society in which they live, and that it is important to consider and to develop policies to resolve. This study focuses on the fact of homelessness, which is not very interested in Turkey but a major problem in the context of Covid-19 epidemic, and is opening a door to the paper related to the study on the dimensions of homelessness in the world and in Turkey and the subject.
The fact of homelessness, whose visibility increases along with the growth of cities, is a trouble that humanity has had difficulties in struggling from past to present and cannot be solved. In particular, the injustices accompanied with globalization have brought new classification of poverty to the agenda. The homeless, who are included at the bottom of this classification, are considered as an undesirable segment that society excludes, ignores, or even fears. In recent days, we are witnessing a significant development that has awakened this adverse condition in which the homeless are included. It is unquestionable that this development is the Covid-19 pandemic. “Globalization of this disease",- which is expected but not be prepared as much as it seems- and which is brought about by globalization, causes a great devastation for the homeless. Potential for the economic and psychological destruction of the pandemic to cause homelessness, on the one hand, and being at great risk for the homeless both for themselves and for the society they live, on the other hand, are issues that need to be seriously considered and for which appropriate policies should be produced. The study focuses on the fact of homelessness that is not of much interest in Turkey but is a big problem in the context of the Covid-19 pandemic and opens the door to the relevant article on the axis of the dimensions of homelessness in the world and in Turkey.
