Abstract:

In the Ottoman state, according to the Turkish family structure, children were seen as a guarantee of the continuity of the family and the state. Therefore, the Ottoman State began to take care of the protection of the family and children, especially through the innovative policies made in recent periods. In the last period of the Ottoman state, especially in the second. At the time of Abdülhamid, the social policy was also emphasized. During the long war and the financial trouble of the soldiers families, the government would help these families. The payment of the aid was necessary. The help needed were orphans and orphans children, the wives of the soldiers who did not return from the war and the people who did not return from the war. In addition to these, there were two newborn twins of families that were not in good financial condition. The two children were given a tribute for living their lives without any need for them.
