AYVACIK DEPREMİ ÜZERİNDEN AFET LOJİSTİĞİ KONUSUNDA UZMAN GÖRÜŞLERİ

Amaç: Türkiye’de belirli aralıklarla deprem, su baskını ve heyelan gibi afetler sıkça görülmektedir. Çanakkale’nin Ayvacık ilçesinde de 6 Şubat 2017 tarihinde 5,3 şiddetinde bir deprem meydana gelmiştir ve bu depremde can kaybı yaşanmamıştır. Fakat yaygın bir sahada yıkım gerçekleşmiştir. Bu çalışmayla, 2017 Çanakkale, Ayvacık depremi sonrası ortaya çıkan ihtiyaçların giderilmesi için afet lojistik faaliyetlerini yürüten birim yöneticileri ve uzmanların görüşleri alınarak afet lojistiği faaliyetleri hakkında derinlemesine bilgi edinilmesi amaçlanmaktadır. Yöntem: Araştırmada nitel araştırma yöntemlerinden içerik analizinden yararlanılmıştır. Veri toplama aracı olarak yarı yapılandırılmış mülakat formu kullanılmıştır. Çanakkale, Ayvacık depremine müdahalede görev yapan 13 yönetici ve uzmanla yapılan mülakatlarla veriler toplanmıştır Bulgular: Çalışmanın bulgularına göre, Afetle ilgili hukuki düzenlemelerin yeterli olmakla birlikte uygulamada sorunlar yaşanmaktadır. Afet acil durum yönetim merkezi hızlıca kurulmuştur. Fakat birimler arası organizasyon zaman almıştır. Afetzedeler için gerekli olan elektrik, su, sıcak yemek, çadır, battaniye gibi ihtiyaçları hızlıca karşılanmıştır. Bununla birlikte, gereğinden fazla insani yardım malzemesi bulunduğu ve yardımların dağıtımında adaletsizlikler olduğu ifade edilmiştir. Afetzedelerin barınması için yapılacak afet konutları konusunda bazı bürokratik sorunların yaşandığı görülmüştür. Sonuç: Afet sonrası acil durum merkezi hızlı bir şekilde faaliyete geçmiştir. Bununla birlikte afet bölgelerine gereksiz yere insani yardım malzemesi gönderilmesinin önüne geçilmeli ve dağıtımda adaletsizlik algısı oluşturmamak için şeffaf bir dağıtım yöntemi geliştirilmelidir.

Target: In Turkey at certain intervals there are often disasters such as earthquakes, water pressure and heyelans. In the Ayvacık district of Çanakkale, on 6 February 2017, a 5.3 magnitude earthquake occurred and there were no deaths in this earthquake. But the destruction occurred in a widespread field. With this study, the aim of 2017 Çanakkale, Ayvacık is to gain deep information about the catastrophic logistics activities by taking the opinions of the unit managers and experts conducting catastrophic logistics activities to address the needs arising after the earthquake. Method: The research has been used by the content analysis of the quality research methods. A semi-configured interview form has been used as a data collection tool. The data have been collected with interviews with 13 managers and experts who are involved in the Ayvacık earthquake findings: according to the findings of the study, the legal arrangements related to the Disaster are sufficient but problems in the implementation. The emergency management center has been quickly established. But the organization of the units took time. Requirements such as electricity, water, hot food, tent, coat, which are needed for the disasters are quickly met. However, it has been stated that there is more than necessary humanitarian aid material and there are injustices in the distribution of aid. There have been some bureaucratic problems with the disaster housing to be made to accommodate the disasters. Result: After the disaster, the emergency center has been rapidly operating. However, the unnecessary humanitarian aid material to disaster areas should be prevented and a transparent distribution method should be developed to prevent the perception of injustice in distribution.

Aim: Our country is a country of disaster. Disasters such as earthquakes, floods and landslides are frequently observed intermittently. There was no loss of life in the 5.3 magnitude earthquake in Ayvacık district of Çanakkale on February 6, 2017. But there has been destroyed in a widespread area. It is considered appropriate to conduct a study on disaster logistics in this area where disaster logistics studies come to the fore. This study aimed to obtain in-depth information about disaster logistics activities in our country by taking the opinions of unit managers and experts who carried out disaster logistics activities to meet the needs that emerged after the 2017 Çanakkale, Ayvacık earthquake. Thus, it will be possible to identify and improve the aspects of the applications that are open to improvement. Method: Semi-structured interview method, one of the qualitative research methods, was used in the study. Interviews were held with 13 managers and experts from representatives of various institutions, including AFAD, which intervened in the Çanakkale, Ayvacık earthquake. The obtained data are coded and shown in qualitative tables, explained and discussed. Findings and Conclusion: It has been understood that legal regulations regarding disasters are sufficient, but there are problems in practice. It was observed that the disaster emergency management center was established quickly, but the organization between units took time. It was stated that the needs of disaster victims such as electricity, water, hot meals, tents and blankets were met quickly and there were no problems. It has been determined that there is an excessive amount of humanitarian aid material and that there are injustices in the distribution and there are some political effects in the distribution processes. It has been noticed that some non-governmental organizations and companies have made very positive contributions in providing humanitarian aid, while others are present at the scene for advertising purposes. It has been observed that there are some bureaucratic problems regarding the disaster housing for the accommodation of the disaster victims.
