Yönetimin ekonomik, sosyal, yönetsel ihtiyaçlara cevap verebilmesi için esnek ve dinamik bir yapıda olması gerekir. Pek çok ülkenin yönetim sisteminde olduğu gibi Türk kamu yönetimi sisteminde de bu gereklilikten hareketle girişilen yönetimin yeniden yapılanması çalışmaları uzun bir tarihsel geçmişe sahiptir. Yeniden yapılanma çalışmalarının tarihsel süreci incelendiğinde, 1980’li yılların odak noktasının neoliberal sisteme uyum sağlamak olduğu görülmektedir. Diğer taraftan, 1980’li yıllar Türkiye’de kadın hareketinin “sokağa taşındığı” ve 1990’lardan itibaren gerçekleşecek kurumsallaşma sürecinin temellerinin atıldığı dönem olarak da karşımıza çıkmaktadır. Dolayısıyla, 1980 sonrasının, hem kamu yönetiminin yeniden yapılanması çalışmalarının başka bir boyuta taşındığı hem de kadın hareketinin taleplerini yüksek sesle dile getirmeye başladığı dönem olması itibariyle, yönetimin toplumsal taleplere yeniden yapılanma sürecinde hangi ölçüde yer verdiği sorusu bu çalışmanın çıkış noktası olmuştur. Çalışmada 1980 sonrasında kamu yönetiminde gerçekleştirilen yeniden yapılanma çalışmaları toplumsal cinsiyet perspektifinden doküman analizi yöntemiyle incelenmiştir.
Public administration should have a dynamic and flexible structure to respond to economic, social and administrative requirements. As in many countries, reconstruction studies in Turkish public administration have a long historical background. When the history of reconstruction studies in Turkis public administration is examined, it is seen that the focus of the 1980s was to adapt to neoliberal system. On the other hand, in the 1980s, women’s movement in Turkey “has moved to the street” and women’s movement has been institutionalized since the 1990s. After 1980 is the period in which both reconstructions in Turkish public administration has moved to another dimension and demands of women’s movement started to be expressed aloud. For this reason, the starting point of the study is the question of what extent the public administration accommodates social demands. In the study, reconstruction in Turkish public administration carried out after 1980 is examined from a gender perspective using document analysis method.
