The changing staff and service understanding of organizations acting in private sector changed the expectations of staff employed in public organizations and citizens receiving public services. Public administrators should take the private company values as a reference in providing staff satisfaction and their organizational Commitment as well as citizen oriented service providing. In order to increase the efficiencies of public employees and their contribution to the organization, their job satisfactions and organizational Commitments should be increased. Ensuring the organizational Commitment of employee is possible by fulfilling their expectations from public / institution and by training them with necessary abilitiy so as to perform public / institution operations. In this study performed in various public institutions of Balıkesir City, the organizational Commitment perceptions of employees were examined based on the relation between their emotional and normative Commitment dimensions and their intention to quit the job.
