Abstract:

Global framework agreements are contracts signed between the transnational company and international labor federation aiming to be applied to manufacturing network in all countries that the transnational company is active. In general, these contracts include regulations of fundamental international documents about human rights, minimum working conditions and union rights. Global framework agreements with a short history that rapidly increased especially in 2000s is regarded as a new conflict area by labor organizations to solve declining union movements. However, since global framework agreements fail to develop a single model with international regulations in terms of negotiations, content, application area, audits and sanctions, these contracts do not have the same effect on each included country in terms of union rights. Although discussions based on contract examples accept global framework agreements as an important success for unions and union movements, it is expressed that there are still problems in practice.
