Implementation of city councils supplies important solutions at the same time it supplies to become functional of the local participation and local democracy, in towns and counties. On the other hand this has difficulties about implementation cause of scale factor in metropolis. Scale factor problem, is the point in question, question scale factor originates because of be identified of provincial borders as if municipal service border. Thus, progress of townsman awareness in metropolises becomes more difficult and a considerable increase in number of members who must attend to city council is occurring. Evenly increases in number of members weaken to functionality of councils. As well corresponding to being taken decisions occasion to query of representation and legality. The problems of encountered of Istanbul Metropolitan Municipality can be best given about this topic. While currently present scale factor problem hasn’t resolved yet, rearrangement, (which dated 12.11.2012 and the no 6360, states that: number of cities has same problems gradually increase further because of passing a bill related to making amendments on statutory decrees by being established of metropolitan municipality in 14 cities and 27 districts. In our study, as a summary, being evaluated of law for metropolitan municipalities in the context of city councils will be discussed, probability of the problem may be lived will be described  and some suggestions about solution will be presented.
