Abstract:

Purpose: It is aimed to create a management model for local governments, which is based on the expectations of the citizens, uses the resources efficiently to achieve its corporate goals, manages its processes in an end-to-end manner and includes contemporary management tools. Methodology: The research is qualitative and prepared with a phenomenology pattern. For this study, which was prepared for the effective and efficient management of local governments, one of the largest municipalities in terms of population was selected, purposeful sampling method was used, and semi-structured interviews were conducted with twenty-four administrators determined using the chain sampling method. Semi-structured interview forms developed by expert opinions and literature review were used as data collection tools. The collected data were analyzed using the descriptive analysis method and interpreted under the determined themes. Findings: Management models such as ISO, EFQM, Malcolm Baldrige are heavily implemented by private sector in different geographies such as Japan, America and Europe. Beyond these, a unique model has been proposed to increase the management quality of local governments in Türkiye and its differences have been revealed by comparing it with other management models. Originality: The point that adds unique value to the study and makes it important in this field is that a conceptual framework will be drawn with a corporate sustainability point of view for local governments.
