Okun Yasasının MIDAS Regresyon ile Analizi: Türkiye Örneği

Abstract:

Arthur M. Okun (1962) tarafından ortaya konulan Okun Yasası; işsizlik ile büyüme arasındaki ters yönlü ilişkiyi açıklamaktadır. Okun Yasası’na göre yüksek büyüme oranları işsizlik oranını azaltmakta, düşük ya da negatif büyüme oranları ise işsizlik oranını artırmaktadır. Bu çalışmada, 1990-2017 döneminde Türkiye’de büyüme ve işsizlik oranı arasındaki ilişki farklı frekansa sahip verilerin istatiksel olarak analiz edilmesine olanak sağlayan MIDAS (Mixed Data Sampling) regresyon aracılığıyla ampirik olarak test edilmiştir. Bu kapsamda, GSYH’yi temsilen Sanayi Üretim Endeksi değişkeni aylık olarak dikkate alınırken, işsizlik oranı ise çeyreklik olarak analize dahil edilmiştir. Çalışmanın bulgularına göre Türkiye’de Okun Yasasının asimetrik ve geçerli olduğu ve Okun yasasının geçerliliğinin bir döngü içinde sürdüğü görülmektedir.

Okun's Law, introduced by Arthur M. Okun (1962); explains the inverse relationship between unemployment and growth. According to the Okun's Law, high growth rates reduce the unemployment rate and low or negative growth rates increase the unemployment rate. In this study, in the period 1990-2017, the relationship between growth and the unemployment rate in Turkey is empirically tested by MIDAS (Mixed Data Sampling) regression, which allows statistical analysis of the data with different frequencies. In this context, while the Industrial Production Index, as proxy of GDP, is taken into account on a monthly basis, unemployment rate variable is included as quarterly into the analysis. According to the results of the study, the validity of Okun's Law in Turkey is asymmetrical and valid and it seems to be driving in a loop.
