Abstract:

Public diplomacy is a crucial aspect of modern international relations that includes communication and cultural exchange to advance a country's interests abroad. Furthermore, the utilization of soft power can effectively manage public diplomacy. The impact of soft power on international relations is significant. Countries with high soft power can use it to increase their influence and provide support for their foreign policy goals. Soft power can also support a country's cultural and political values and help build relationships with other countries based on shared interests and values. With the public diplomacy approach, which gained importance with the changing perceptions of power in the international arena, states began to give importance to this field in their foreign policies. The power of public diplomacy, which Turkey, which is our case study within the scope of the study, also follows on this axis, is remarkable. Turkey has recently focused on public diplomacy initiatives as a rising power with a historical, cultural heritage and strategic location. This study explores Turkey's public diplomacy efforts, examining its successes and difficulties in promoting its image and interests to the world. Within the scope of the paper, Turkey's public diplomacy approach will be discussed within the post-Cold War period.
