Abstract:

Administrative culture, in general terms, is what is acceptable and legitimate behavior in a public institution or the values, beliefs, and attitudes that managers have. The ombudsman institution, which has become increasingly widespread in the world, not only resolves the conflicts between the administration and individuals but also contributes to the formation of the administrative cultures of the countries. The Ombudsman Institution of Turkiye is an institution that operates under the Turkish Grand National Assembly as a unit of citizens seeking rights against administrative authorities. The Ombudsman Institution of Turkiye undertakes a guiding function in the context of the application to public institutions with the decisions it has taken in the applications made to it. It is expected that the decisions taken because of active participation in the administrative functioning process and the approaches it creates will make the institution an effective actor in the development of administrative culture in Turkiye. In this study, the decisions of the Ombudsman Institution of Turkiye were examined with the content analysis method, and their effect on the formation of the administrative culture in Turkiye was revealed.
